OF THE
BOARD OF ADJUSTMENT
The -Board of Adjustment met in the Mayor's Conference Room, City
Hall, Monday, October 19, 1953, at 2:00 p.m., with the following mem-
bers present:
Mr. Warren Baldwin, chairman
Mr. W. H. Marak
Miss Emily Penton
Docket No. 63-53 - Penn Walker, 1620 State Street,
described as Lot 7, Block 236, Original City of
Little Rock, zoned "C" Two -Family; requesting a
waiver of lot area and two main structures on one
lot so as to permit remodeling of existing front
dwelling on said property.
No one was present to represent this petition. The members dis-
cussed the fact that upon checking the property before the meeting
they had found that the front structure had been torn down. -'They did
not see any basis for approving the petition since it would constitute
two main structures on one lot which they have consistantly denied.
Mr. Marak made a motion that the petition be disapproved; seconded
by Miss Penton. The motion carried.
Docket No. 64-53 - Lewis Block, Jr., 2819 North Filmore
Street, described as Lot 1, Block 16, Park View Addition,
zoned "A" One -Family; requesting a waiver of side yard
space in order to enlarge and inclose existing porch as
shown on the plot plan.
Mr. Block was present and stated that he plans to enclose the porch
on the side of his house and add onto it to use the room for a den.
He added that the addition to the side of the house was indicated by the
yellow line on the plot plan. Mr. Block's lot is a corner lot. There
were no objections.
Miss Penton made a motion that the application be approved; seconded
by Mr. Marak. The motion carried. The motion carried.
Docket No.-65-53 - Frank M. Davis, 317 No. Van Buren,
described as the south half of Lots 1 & 2, Block 4,
Pfeifer's Addition, zoned "F" Commercial; requesting a
waiver of rear yard space, two main structures on parts
of two lots and permission to face structure on No. Van
Buren as shown on the plot plan in order to construct a
duplex on the property.

Mr. Davis was not present since he had secured approval on his
application by the members subject to their official approval at this
meeting. The members pointed out that it was strictly a case of a
technicality and for that reason felt it unfair to hold up the con-
struction on the property due to this technicality. Mr. Marak made --a
motion that the application be approved; seconded by Miss Penton. The
motion carried.
Docket No. 66-53 - Robert J. Wilson, 1519 Schiller,
described as Lot 15, Block 20, Allis & Dickenson
Supplement Addition to Centennial Addition, zoned "C"
Two -Family; requesting a waiver of side yard space in
order to add carport onto existing house as shown on
the plot plan.
Mr. Wilson was present and stated that he plans to construct an
open carport on the south side of his house. There is approximately
11.9' between his house and his side property line. He is also adding
a room on the other side of his house however, he was not effected by
his yard space on that side.' He explained that a tree located on the
side of his house is located in his drive -way and this presents a pro-
blem because it barely leaves enough space for him to drive his car
there. For this reason be badly needs a carport. The carport will be
built within 6 inches to one foot from the side property line. Mr.
Wilson's house faces West 16th Street.
Mr. Marak made a motion that the application be approved; seconded
by Miss Penton. The motion carried.
Docket No. 67-53 - Union A.M.E. Church, NE corner of
Wright Avenue and Pulaski Street, described as part of
Block 317, Fulk's Sub of Original City of Little Rock;
zoned "C" Two -Family; requesting a waiver of side yard
space as shown on the plot plan in order to construct a
church on this property.
Mr. Townsend, attorney, was present with members of the church to
represent this application. Mr. Townsend explained that the Housing
Authority had taken the front footage of their property in order to
widen Wright Avenue. They now plan,/ to construct a new church on the
property. The structure will be setback according to the requirements
of the zoning ordinance with the exception of the rear yard space which
will need to be waive&. The church will be a $100,000.00 building.
There were no objections.
Mr. Marak made a motion that the application be approved; seconded
by Miss Penton. The motion carried.
Docket No. 68-53 - P. E. Munnerlyn, 802 Lewis Street,
described as Lot 2, Block 83, Jansen's Addition, zoned
"B" Residence; requesting a waiver of ycrd space in order
to add onto existing structure as shown on the plot plan.

Mr. Munnerlyn stated that he plans to add a 13' x 22' room on the
front of the structure. He explained that the house is non -conforming
and was built on the rear of the lot with the intention of building an
other house on the front of the lot in the future. However, he said
that he has been told that he will more than likely be denied permission
to build on the front of the lot. His mother lives in the house. It
was brought out that even though the room will be added on the front of
the house, a waiver of rear yard space pia is still necessary since the
structure is built on the rear of the lot. Mr. Marak pointed out that
Mr. Munnerlyn would be unable to build on the front of the lot as long
as the present structure exists on the lot but if it were torn down or
moved then another house could be built on the lot.
Mr. Marak made a motion that the application be approved; seconded
by Miss Penton. The motion carried.
The meeting then adjourned.
