HomeMy WebLinkAbout20837 1 ORDINANCE NO. 20,837 2 3 AN ORDINANCE TO AWARD A CONTRACT TO THE LITTLE ROCK 4 SCHOOL DISTRICT TO OPERATE AN EVENING CAREER CENTER 5 FOR OLDER YOUTH; TO DISPENSE WITH THE REQUIREMENT OF 6 COMPETITIVE BIDS; TO DECLARE AN EMERGENCY; AND FOR 7 OTHER PURPOSES. 8 9 WHEREAS,an important aspect of programs to assist older youth with the completion of educational 10 requirements helps to make more productive citizens by providing job skills and education to these youth, 11 and this is believed by the Board of Directors to be consistent with the goals and mission of the City's 12 programs on prevention, intervention and treatment; and, 13 WHEREAS,the Little Rock School District currently has plans for such a program, and is willing to 14 expand that program to include fifty (50) additional City youth to be taught at the Metropolitan Career 15 Education Center at 7701 Scott Hamilton Drive, Little Rock, Arkansas; and, 16 WHEREAS, this is the only such program offered by the local public school system that is open to 17 eligible City youth; 18 NOW, THEREFORE, IT IS ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 19 OF LITTLE ROCK,ARKANSAS: 20 Section 1. The City Manager is authorized to enter into an agreement with the Little Rock School 21 District in a form acceptable to the City Attorney in an amount not to exceed Two Hundred Thirty-Five 22 Thousand Dollars ($ 235,000.00) to provide educational and occupational skills training for older Little 23 Rock youth, ages 18-24, who have dropped out of school, who lack the skills for immediate employment, 24 or lack a positive community connection that would make employment more readily available. 25 Section 2. Funds for this contract are available in Account No. 108159-515A154. 26 Section 3. Because this is the only program of its nature offered by the Little Rock School District, 27 the Board finds that it is impractical and unfeasible to submit this contract to formal competitive bidding. 28 Section 4. This program is recognized as a pilot program that will operate between January 1,2014 29 and June 30, 2014. 30 Section 5. Severability. In the event any section, subsection, subdivision, paragraph, subpara- 31 graph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 32 unconstitutional, such declaration or adjudication shall not affect the remaining portions of this ordinance [Page 1 of 21 1 which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitu- 2 tional were not originally a part of this ordinance. 3 Section 6. Repealer. All ordinances and resolutions inconsistent with this ordinance are hereby repealed to the 4 extent of such inconsistency. 5 Section 7.Emergency Clause. The ability of older youth to obtain meaningful employment, and to have 6 the necessary skills to gain such employment despite the fact the youth has dropped out of high school and 7 is the age range of 18-24, is essential to the public health safety and welfare; the fact that the Little Rock 8 School District offers a program that can be enhanced to include more City youth to obtain these skills is 9 unique, but more to the point, the programs are now starting; an emergency is, therefore, declared to exist 10 and this ordinance shall be in full force and effect from and after the date of its passage. 11 PASSED: January 21,2014 12 ATTES : APPROVE : 13 i14 — 15 'usa ant City Clerk Mark Stodol , ayor 16 APPR V S TO LEGAL FORM: 17 r' 18 19 Thomas M.
