AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE
NO. 19,249 (DECEMBER 14, 2004), TO ADJUST THE FISCAL YEAR
2005 BUDGET ORDINANCE TO NOTE EXPENDITURE
ADJUSTMENTS FOR RECYCLING PROGRAMS, STREET COSTS,
CAPITAL COSTS, ZOO RIDE REVENUES AND EXPENSES,
PERSONNEL SAVINGS, GENERAL FUND REVENUES, TRANSFERS,
AND OTHER ADJUSTMENTS; TO DECLARE AN EMERGENCY;
AND FOR OTHER PURPOSES.
WHEREAS, the City approved a comprehensive budget for the City of Little Rock,
Arkansas, in Little Rock, Ark., Ordinance No. 19,249 (December 14, 2004), and
WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the
General Fund, and where necessary to authorize the increase in the fiscal year 2005 line items for
these and other matters, and
WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance
with City budget and financial reporting policies, have reviewed these adjustments and
recommend them to the Board of Directors for approval,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. General Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249
(December 14, 2004) is hereby amended so the General Fund amount will increase by one
million, two hundred seven thousand two hundred and sixty -nine dollars ($1,207,269), to reflect
additions in operating budgets for General fund departments, to the amount of one hundred
fourteen million seven hundred ninety -four thousand and two hundred and seventy - two dollars
($114,794,272.00).
Section 2. Street Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249
(December 14, 2004) is hereby amended so the Street Fund amount will increase by eighty -six
thousand two hundred and six dollars ($86,206), to reflect additions in operating budgets for
Street fund departments, to the amount of fourteen million eight hundred ninety thousand eight
hundred and eighty -one dollars ($14,890,881.00).
Section 3. Fleet Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249
(December 14, 2004) is hereby amended so the Fleet Fund amount will increase by two hundred
seventy -five thousand dollars ($275,000), to reflect additions in operating budgets for Fleet fund
departments, to the amount of seven million five hundred twenty thousand four hundred and
fifty -eight dollars ($7,520,458.00).
Section 4. Zoo Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249
(December 14, 2004) is hereby amended so the Zoo Fund amount will increase by one thousand
five hundred and fourteen dollars ($1,514), to reflect additions in operating budgets for Zoo fund
departments, to the amount of four million one hundred seventy -nine thousand six hundred and
fifteen dollars ($4,179,615.00).
Section 5. Golf Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249
(December 14, 2004) is hereby amended so the Golf Fund amount will increase by three
thousand nine hundred and forty -eight dollars ($3,948), to reflect additions in operating budgets
for Golf fund departments, to the amount of two million seven hundred fifty -six thousand one
hundred and sixty -nine dollars ($2,756,169.00).
Section 6. War Memorial Fitness Center Fund. Section 4 of Little Rock, Ark.,
Ordinance No. 19,249 (December 14, 2004) is hereby amended so the War Memorial Fitness
Center Fund amount will increase by one hundred and six dollars ($106), to reflect additions in
operating budgets for War Memorial Fitness Center fund departments, to the amount of one
million fifty -eight thousand seven hundred and eighty -four dollars ($1,058,784.00).
Section 7. Concessions Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249
(December 14, 2004) is hereby amended so the Concession Fund amount will increase by four
hundred and sixty -seven dollars ($467), to reflect additions in operating budgets for Concession
fund departments, to the amount of one hundred twenty -two thousand five hundred and fifty-
seven dollars ($122,557.00).
Section 8. Vehicle Storage Facility Fund. Section 4 of Little Rock, Ark., Ordinance
No. 19,249 (December 14, 2004) is hereby amended so the Vehicle Storage Facility Fund
amount will increase by four hundred and forty -three dollars ($443), to reflect additions in
operating budgets for Vehicle Storage Facility fund departments, to the amount of one million
seven hundred fifty -six thousand two hundred and ninety -three dollars ($1,756,293.00).
Section 9. Records. The Director of Finance & Treasurer is directed to maintain
appropriate records which provide greater detail for the adjustments set forth in this ordinance as
reflected in the materials provided to the Board of Directors for the November 15, 2005,
meeting.
Section 10. Severability. In the event any title, section, paragraph, item, sentence,
clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
ordinance which shall remain in full force and effect as if the portion so declared or adjudged
invalid or unconstitutional was not originally a part of the ordinance.
Section 11. Repealer. All ordinances, resolutions, bylaws, and other matters
inconsistent with this ordinance are hereby repealed to the extent of such inconsistency.
Section 12. Emergency. The City's ability to properly maintain its budgets and to
account for its funds is essential to maintain the public health, safety and welfare; an emergency
is, therefore, declared to exist and this ordinance shall be in full force and effect from and after
the date of its passage.
