HomeMy WebLinkAbout121050 N RESOLUTION NO. 12,105 3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO. 11,823, 4 TO INCLUDE DISASTER RELIEF FROM HURRICANE KATRINA AS AN AP- 5 PROVED USE FOR PROJECTED 2005 CDBG, HOME AND ADDI FUNDS AS A 6 PART OF THE CITY'S ANNUAL PLAN; TO REALLOCATE $100,000 IN FUNDS 7 FOR PRESIDENTIALLY - DECLARED DISASTER HURRICANE KATRINA EVACU- 8 EES LOCATED WITHIN THE CITY; AND FOR OTHER PURPOSES. 9 10 WHEREAS, Hurricane Katrina, once it hit landfall on the coastal borders of the Gulf 11 of Mexico, created unprecedented devastation to Louisiana, particularly the area 12 around the City of New Orleans, Mississippi, and Alabama, and 13 WHEREAS, one result of this devastation is that thousands of persons have been left 14 homeless and have had to evacuate to areas throughout the United States, and that 15 several thousand evacuees have been temporarily located in Arkansas, and several 16 hundred are located within the City of Little Rock, and 17 WHEREAS, extreme state constitutional limitations make it difficult for the Board of 18 Directors and the City Manager to develop responses and programs to assist financially 19 the individuals, and the groups, that are providing relief to these evacuees, and 20 WHEREAS, during the week of September 5, 2005, the U.S. Department of Housing 21 & Urban Development ( "HUD ") provided a statutory waiver from the CDBG Public Service 22 Expenditure Cap to Assist Persons Displaced by Presidentially - declared Disaster Hurri- 23 cane Katrina, and 24 WHEREAS, consistent with this waiver the City has notified HUD of its intent to ex- 25 ercise this waiver, and to that end published a notice in the Arkansas Democrat- [PAGE 1 OF 31 Resolution to amend 2005 CDBG, HOME and ADDI Consolidated Plan to Reallocate 5100,000 for Hurricane Katrina Relief Efforts I Gazette on September 1 1, 2005, of this intent, thus shortening the time for public 2 comment to three days to and including Tuesday, September 13, 2005, and 3 WHEREAS, the reallocation of these funds will be accomplished without diminishing 4 or eliminating any other program set forth in the 2005 Consolidated Plan for CDBG, 5 HOME and ADDI funds, but will come from account savings that have been identified 6 and certified by the City Department of Housing & Community Programs as no longer 7 needed to complete previously approved projects, s NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF 9 LITTLE ROCK, ARKANSAS: 10 Section 1. The Mayor is authorized to submit to the U.S. Department of Housing 11 & Urban Development this proposed amendment to the 2005 CDBG, HOME and ADDI 12 Funds Annual Plan for the City and to request expedited review and approval by the 13 federal government as authorized for Presidentially - declared disaster areas. 14 Section 2. The 2005 CDBG Annual Plan for the use of Community Development 15 Block Grant Funds shall be amended to include the following category: 16 (M) Hurricane Katrina Disaster Relief $50,000 17 Section 3. The 2005 HOME Annual Plan for the use of 2005 Home Investment 18 Partnership Funds shall be amended to include the following category: 19 (F) Hurricane Katrina Disaster Relief $50,000 20 Section 4. The monies identified in Sections 2 and 3 of this Resolution shall be 21 limited in accordance with applicable guidelines to pay costs such as the provision of 22 food, temporary shelter and related services, and if appropriate, may include tenant 23 based rental assistance and public service assistance such as furniture, clothing, food, 24 health care, child care, transportation, educational assistance and any other necessary 25 essential services. Any program that is developed by the City for the use of these funds 2 shall be limited to persons who are properly identified as being victims and evacuees 3 of the Presidentially - declared Hurricane Katrina Disaster who are residing with the cor- 4 porate limits of the City of Little Rock, Arkansas, during the time that any appropriate 5 monies are provided to them. 6 ADOPTED: September 20, 2005 7 ATTEST: APPROVED: 8 9 1 o Nat ki S.
