A RESOLUTION SUPPORTING LOCAL DETERMINATION
USE OF FUNDS FOR CETA PROGRAM; AND FOR OTHER
PURPOSES .
WHEREAS , the central Arkansas CETA Program has
requested the U.S. Department of Labor requirements that all
CETA participants must receive monetary renumeration while
in a classroom vocational training program; and
WHEREAS , the U.S. Department of Labor has strongly
indicated it does not feel that this waiver is an issue of
local determination; and
WHEREAS , the legislation regulations are clear that a
prime sponsor has the right to such a waiver; and
WHEREAS , the prime sponsor ' s right to this approach has
received the unanimous consent from CACETA, program
operators, local businesses, industry, and the Manpower
Planning Advisory Council .
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS .
SECTION 1 . That the Board of Directors supports local
determination in the City' s right to operate programs to
best fit our local needs.
SECTION 2. This resolution shall be in full force and
effect from and after its adoption .
