A RESOLUTION WAIVING COMPETITIVE BIDDING AND
AWARDING A CONTRACT FOR CUSTODIAL SERVICES;
AND FOR OTHER PURPOSES .
WHEREAS , the City of Little Rock has been plagued by lack of
adequate custodial services and contract terminations; and
WHEREAS, it is difficult to evaluate the ability of a bidder
to provide the service requested and to add the cost of such fail-
ures to the unrealistically low bids; and
WHEREAS , on a purely annual contract basis, the reputable
firms would have to inflate their prices to absorb the cost of
gearing up their operation for an initial cleanup only to lose
the job once they had the building in good shape for continuing
maintenance; and
WHEREAS, several proposals were solicited from a number of
highly reputable firms for the initial one year contract renewable
for up to three years at terms mutually agreeable to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS .
SECTION 1. That competitive bidding is hereby waived and
the City Manager is hereby authorized to enter into a contract
with Fred Stover Incorporated based on the services proposed and
the price submitted. This one year contract may be renewed for
up to three years at terms mutually agreeable to the City.
SECTION 2 . This Resolution shall be in full force and effect
from and after its adoption.
