A RESOLUTION ACCEPTING THE RECOMMENDATIONS
OF THE CONSULTANT SELECTION COMMITTEE FOR
ENGINEERING SERVICES FOR FOURTH YEAR COM-
MUNITY DEVELOPMENT BLOCK GRANT PROJECTS AND
A CAPITAL IMPROVEMENT PROJECT; AND FOR OTHER
PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS .
SECTION 1. The recommendations of the Consultant Selection
Committee for engineering services for certain Fourth Year Com-
munity Development Block Grant projects and a Capital Improve-
ment Project are hereby accepted and engineers employed, as
follows :
a) First project Package : Garver & Garver, Engineers
Pave , curb, gutter, underground drainage , sidewalk
and ditch improvements , all as set out on Exhibit
"A" attached hereto.
b) Second project package : Blaylock , Threet & Associates
Pave , curb, gutter, underground drainage, sidewalk
and ditch improvements , all as set out on Exhibit
"B" attached hereto.
c) Capital Improvement Project - Hodges , Vines , Fox &
Blount Road Reconstruction Castin, Inc.
A complete description of the project is attached
hereto as Exhibit "C"
Funds for these services have been previously allocated.
SECTION 2 . This Resolution shall be in full force and
effect from and after its adoption.

TAB B PROJECT DESCRIPTION EXHIBIT "C"
Blount Road Reconstruction Project, project number 399-9107 consists of
the following:
A. EXISTING SITE CONDITIONS:
1 . The existing facility has developed haphazardly from a former
two lane county road and exists at a plus or minus 20 ft.
width throughout its length. That portion between University
and Mabelvale Road will be new construction on new alignment.
No right-of-way exists through this area.
2. The proposed ROW alignment between University and Mabelvale
Road will require removal of a portion of the Hudson Marine
Company main building, a portion of the south parking area of
Tri-City Used Car Parking lot; and removal of a single family
frame house at 6419 Mabelvale Road.
3. Approximately sixty percent of the right-of-way from Mabelvale
West to Hindman Park exists as required by the Master Street
Plan; secured as a part of subdivisions developed on both
sides of the street. There are areas where additional right-
of-way will be required.
4. The existing roadway, from Mabelvale West to Hindman Park is a
low type pavement with unimproved horizontal and vertical
alignment.
5. There presently exists traffic signals at the intersection of
65th and University. There is no existing traffic control
signal at the intersection of Mabelvale and Blount Road.
6. Presently there exists on both sides of the proposed alignment
between University and Mabelvale Pike, commercial and residential
use. There is single family residential use on both sides of
the proposed improvements, from Mabelvale to Hindman Park.
7. There exists no special drainage problem throughout the length
tbe of the proposed improvement except at the immediate west end
because of the proximity of the flood plain which will be
addressed under special design considerations.
B. PROPOSED SITE CONDITIONS:
1 . Blount Road Improvements are Phase I , of plans by the City of
Little Rock (Master Street Plan) to construct an extension
of 65th Street, from University to Highway 5. The Arkansas
Highway and Transportation Department have developed plans for
the balance of the improvements which are identified as Project
C-60-36.
Phase I Improvements are proposed to be a four lane high type
arterial extension of 65th Street, from University to Mabelvale
Road, and the balance two lanes of future four lane street, from
Mabelvale Road to Caroline Street-at Hindman Park. The total
first phased improvement involve approximately .8 mile of
major reconstruction.

2. It will be necessary to acquire additional right-of-way on the
/ south side of the project between Mabelvale Road and Hindman
Park. Eighty feet of right-of-way will be required for that
portion from University Avenue to Mabelvale Pike.
3. It will be necessary to reconstruct the intersection of University
and 65th Street, as well as existing traffic control devices ,
to provide a four way intersection rather than the existing
three way intersection. It may also be necessary to signalize
the intersection of Blount Road and Mabelvale Road.
4. Several years ago a curve (to the north) alignment was adopted
between University and Mabelvale Road and building permits were
issued to adjacent businesses based on the curved alignment.
5. Standard residential collector street lighting will be installed
on that portion of the improvements from Mabelvale Road west
to the Park. Standard arterial street lighting will be installed
on that portion between University Avenue and Mabelvale Pike.
