A RESOLUTION ACCEPTING A BID AND AWARDING A
CONTRACT FOR CONSTRUCTION OF STREETS, STORM
DRAINAGE AND OTHER SITE IMPROVEMENTS IN THE
OAK FOREST AREA; AWARDING A CONTRACT FOR THE
PURCHASE OF CRUSHED STONE; WAIVING COMPETITIVE
BIDDING; AUTHORIZING PAYMENT; AND FOR OTHER
PURPOSES
WHEREAS, invitation to bid was duly advertised and bids received
pursuant thereto according to law for the construction of streets, storm
drainage and other site improvements in the Oak Forest Area; and
WHEREAS , the lowest responsible and responsive bidder has been
determined and it is the desire of the Board of Directors to authorize
the issuance of a contract for said improvements to the lowest respon-
sible and responsive bidder; and
WHEREAS , Granite Mountain Quarries has a stockpile of crushed stone
located across the road from the landfill site , which stone is ideal for
use as sub-base on driveway construction in the landfill site; the City
can effect a 30 per ton savings in hauling and 25 per ton on price
by purchasing stone from said Granite Mountain Quarries and it is desired
to waive competitive bidding and award a contract for the purchase of
crushed stone from Granite Mountain Quarries .
NOW THEREFORE , BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS .
SECTION 1 . A contract is hereby awarded to Morgan Construction
Company of Little Rock for construction of streets, storm drainage and
other site improvements within the Oak Forest Area. A copy of the Abstract
of Bids is attached hereto as Exhibit "A" and made a part hereof. This
is a Third Year Community Development Block Grant project and funds
therefor have been allocated in said Third Year Projects account. Total
contract price shall not exceed $260 , 000 . 00 with change orders , if any.
SECTION 2 . For the reason that the City can effect a substantial
savings in the purchase of crushed stone from a stockpile located directly
across from the Landfill, competitive bidding is hereby waived and a
contract is hereby awarded to Granite Mountain Quarries for the purchase
of 5, 917 tons of crushed 5 inch stone at a unit price per ton of $1. 95 .

Funds for this purchase are available in the 1978 City Budget .
SECTION 3 . Upon receipt of the stone and from time to time as may
be necessary, the City Manager and Director of Finance are hereby authorized
and directed to issue the necessary warrants in payment thereof. All items
authorized to be purchased herein and all work authorized to be performed
shall at all times comply with bidding specifications .
SECTION 4 . This Resolution shall be in full force and effect from
and after its adoption .
