A RESOLUTION APPROVING AND AUTHORIZING A
CONSORTIUM AGREEMENT BETWEEN THE COUNTIES
OF FAULKNER, LONOKE AND SALINE AND PULASKI
COUNTY AND THE CITY OF LITTLE ROCK; AND
FOR OTHER PURPOSES
SECTION 1 . The Board of Directors of the City of Little
Rock hereby authorizes the City Manager to enter into an
agreement with the counties of Faulkner, Lonoke, Saline and
Pulaski for delivery of Federal Manpower Services under the
Comprehensive Employment and Training Act of 1973 . A copy of
the Agreement is attached hereto as Exhibit "A" and made a
part hereof as though fully set out herein word for word.
SECTION 2 . This Resolution shall be in full force and
effect from and after its adoption.

EXHIBIT "A"
AGREEMENT FOR CONSORTIUM FOR DELIVERY OF FEDERAL
MANPOWER SERVICES UNDER THE COMPREHENSIVE
EMPLOYMENT AND TRAINING ACT OF 1973
WHEREAS, the City of Little Rock, Arkansas and the County of Pulaski , both
eligible prime sponsors under the Act, propose to form a Consortium with the
counties of Faulkner, Lonoke, and Saline for the delivery of manpower services
under the Comprehensive Employment and Training Act of 1973 and for this purpose
and for the purpose of complying with rules and regulations of the law applica-
ble, agree as follows :
A. The Consortium, including the City of Little Rock, Pulaski , Faulkner,
Lonoke, and Saline Counties shall be the Prime Sponsor under the Act for the
purpose of conducting a manpower program.
B. The geographical areas to be served will consist of the City of Little
Rock, the balance of Pulaski County, Faulkner County, Lonoke County, and Saline
County.
C. The total population of the area to be served is 381,117. The respec-
tive jurisdictions populations are as follows : City of Little Rock, 132,482;
balance of Pulaski County, 154,707; Faulkner County, 31,572 ; Lonoke County,
26,249 ; Saline County 36,107.
D. The statutory authority for the forming of a consortium herein is
Title 19, Arkansas Statutes of 1947, annotated as related to the City of Little
Rock and for the four said Counties, through the County Courts of each said
counties is Article 7, Section 28, Constitution of Arkansas , 1874, as amended.
Further authority is contained in Section 90, Act 742 of 1977.
E. That an attached letter from each member of the Consortiums chief legal
officer assures that each party signatory to this agreement has the legal au-
thority, under State or local law, to enter into this Consortium agreement, and
that the attached letters shall become a part of this agreement.
F. This agreement shall be signed by the elected official of each party to
the Consortium agreement.
G. Each party who is signatory to this agreement, to the extent consistent
with local or state law, accepts responsibility for the operation of the Manpower

Program underthe Comprehensive Employment and Training Act of 1973 for those
funds administered by his local unit of government whether through a subcontract
of by a direct grant from the Department of Labor.

H. The parties signatory to this agreement, constituting the members of
the Consortium, shall participate in the Manpower Program in the following par-
ticulars:
1. The Consortium shall designate a unit of local government to serve
as the administrative unit and hereby delegate to the chief executive offi-
cer of said unit the authority to sign all documents on behalf of the Con-
sortium, to enter into contracts , subgrants , and other necessary agree-
ments, to receive and expend funds, to employ personnel , to organize and
train staff, to develop procedures for program planning, operation and
assessment and fiscal management of the program, to evaluate program per-
formance and determine resulting need to reallocate resources , and to mo-
dify grant agreements with the U. S. Department of Labor.
2. Each member of the Consortium shall approve all programs and pro-
gram changes which will operate in his area prior to any action taken by
the administrative unit.
I . The Consortium hereby designates the City of Little Rock as the admini-
strative unit for the operation of the Manpower Program under the Act.
J. The administrative unit shall submit to the Consortium such information
as requested.
K. The Consortium shall meet on the last Tuesday in February, May, August,
and November at 9:30 A.M. Special meetings of the Consortium may be called by
any one member of the Consortium.
THIS AGREEMENT, shall expire on September 30, 1979, is executed in five
counterparts, each of which is an original this day of
