A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS DECLARING
AN EMERGENCY CONDITION AND WAIVING COMPETITIVE
BIDDING AND FOR OTHER PURPOSES TO FACILITATE
CONSTRUCTION OF PHASE ONE SITE IMPROVEMENTS TO
CITY OF LITTLE ROCK SANITARY LANDFILL
WHEREAS , an emergency condition exists because the City
of Little Rock does not now have a Sanitary Landfill operational ;
creating an exceptional situation justifying waiver of competitive
bidding; and
WHEREAS , routine contract award will result in at least
a 60-day delay in construction of Phase One Site Improvements to
the City of Little Rock Sanitary Landfill ; and
WHEREAS , to be operational by July 18 , 1977 the following
emergency actions are taken.
NOW THEREFORE , BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS
Section I
1. Competitive bidding is hereby waived for construction
of Phase One Improvements to the Sanitary Landfill to allow
purchase and/or lease of the necessary supplementary equipment, men .
and materials ; and
2 . Reimburse by transfer from Sanitary Landfill Project
Account, at completion of Phase One Improvements , the cost of
overtime salaries expended from Public Works Section 2120
account for force account work to accomplish Phase One Improve-
ments ; and
3 . That the above waiver and expenditures not exceed
the $150 ,000 estimated cost of Phase One Improvements .
Section II
This resolution shall be in full force and effect from
and after its adoption.
