A RESOLUTION APPROVING THE VARIOUS PROJECTS AND
ALLOCATION OF FUNDS AS PROVIDED FOR IN THE CITY
OF LITTLE ROCK COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM FOR THE YEAR 1977-1978; AUTHORIZING THE
FILING OF AN APPLICATION FOR SAID FUNDS; AND FOR
OTHER PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1 . The City of Little Rock hereby allocates the
funds provided it under the Community Development Block Grant
Program of the Federal Government for the fiscal year 1977-1978
to the various projects as enumerated and provided for on Exhibit
"A" attached hereto and made a part hereof. Further, the City
Manager, acting for and on behalf of the City of Little Rock, is
hereby authorized to make application to the appropriate federal
agency for the grant funds herein referred to.
SECTION 2 . This Resolution shall be in full force and
effect from and after its adoption.

ATTACHMENT "A"
DRAINAGE IMPROVEMENTS IN THE WOODRUFF SCHOOL AREA
1 . Replace inadequate drainage structures and concrete line exixt-
ing earthen ditch sections on the Plateau Street Channel from
7th to Martin , and Lateral "C" Channel from Martin to Valmar .
2 . Construct new underground storm drainage and supplement exist-
ing underground storm drainage on the Plateau Street Channel
from Martin to Valentine Street .
DRAINAGE IMPROVEMENTS IN THE OAK FOREST AREA
1 . Complete the improvements on Blakemore Ditch to Jackson Street .
2 . Correct the situation on Blakemore under the building at Asher
Avenue . The structure under the building on the south side of
Asher is inadequate thereby causing the ditch to back-up and
flood the area between 31st and Asher Avenue .
3 . Lewis Street Ditch Phase I - This is an interim measure from
Asher Avenue to 24th and Elm to replace inadequate drainage
structures and widen the ditch section . The problem at this
location is being aggravated by work being performed in the
Stephens School Area .
4 . If funds will permit , replace two bridges on Coleman Creek at
14th and 19th Streets .
DRAINAGE IMPROVEMENTS IN THE STEPHENS SCHOOL AREA
1 . Line D - 17th and Martin to 16th and Maple . Reinforced con-
crete pipe , concrete box , and concrete ditch .
2 . Line A - 13th and Maple , south to 16th and Maple . All rein-
forced concrete pipe with new street .
3 . Line B - 14th Street between Pine and Cedar zig-zag to 16th
and Maple . Reconstruction of ditch with reinforced concrete .
4 . Line C - 15th between Allis and Johnson , south to existing
ditch on 18th Street . Reinforced concrete pipe .
DRAINAGE IMPROVEMENTS IN THE CENTRAL LITTLE ROCK AREA
1 . Construct new underground storm drainage between Spring and
Center in the vicinity of 24th Street . This will complete
the major underground work on Center Street Ditch .

PROJECTS TO BE RECOMMENDED
BUT CHANGED BY THE STAFF
1 . Housing Study for Central High School Area - has been re-
duced from $30 , 000 to $15 , 000 .
EXPLANATION
Fifteen thousand dollars ( $15 ,000) is more than adequate
for such a study .
2. Capitol Zoning District Beautification Program for Central
Little Rock Area - has been reduced from $30 ,000 to
$ 10 , 000 .
EXPLANATION
The Capitol Zoning District was created by the State of Ar-
kansas and the state has control over the development which
takes place in the district . Although the City of Little
Rock is concerned about the area , we feel that the funding
of such a beautification program should come from the State
of Arkansas with the City providing some assistance . There-
fore , we recommend that the City of Little Rock assist the
Capitol Zoning District in a beautification program by pro-
viding $ 10 , 000 to be matched by the state on a three-to-one
basis .
PROJECTS NOT TO BE RECOMMENDED
1 . Branch Library for the Central High krea and the Granite
Mountain Area and to assist in the operation of the main
Library - $ 100 ,000 .
EXPLANATION
A. A branch library for the Granite Mountain Area cannot
be justified because of the low population in the Area .
B . A branch library for the Central High Area is difficult
to justify because of the closeness of the main Library
to the area . It would be desirable to have neighbor-
hood branch libraries throughout the City of Little
Rock but it is not practical .

CDBG PROJECT RECOMMENDATIONS
C . Fifty thousand dollars ( $50 , 000 ) for each branch li -
brary is totally inadequate .
D . The Public Library cannot operate additional branches
without asking the City of Little Rock for additional
operating expenses . The City of Little Rock could not
provide additional funds .
E . To operate the main Library is an ineligible activity
under the Community Development Block Grant program .
2 . GYST House Physical Improvements - $6 , 000 .
EXPLANATION
The GYST House is eligible for a rehabilitation grant up
to $5 , 000 . This grant can only be made if the House can
be brought up to meet the City ' s Minimum Housing Code . If
the $5 , 000 is not enough to rehabilitate the House to City
standards , then other funds must be secured and used be-
fore the $ 5 , 000 grant is released . The officials at the
GYST House were made aware of this approximately a year ago .
3 . Neighborhood Housing Services Program - $50 , 000 .
EXPLANATION
The Neighborhood Housing Services Program (NHS ) has been
funded at the level of $ 190 ,000 with $90 , 000 coming from
the City of Little Rock ' s Community Development Block Grant
program. None of these funds have been spent because the
program has not been implemented . Until we are able to
evaluate the effectiveness of the NHS , we cannot recommend
additional funding . If , in the future , the program proves
to be a success , funds can be made available at that time .
