A RESOLUTION SETTING FORTH THE POLICY OF THE
CITY OF LITTLE ROCK PERTAINING TO LAND USE
AND URBAN GROWTH; AND FOR OTHER PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. The City of Little Rock hereby establishes
as a policy for future land use and urban growth the principles
and guidelines all as set forth on Exhibit "A" attached hereto
and made a part hereof the same as though set out herein word
for word.
SECTION 2 . This Resolution shall be in full force and
effect from and after its adoption.

INTERIM URBAN DEVELOPMENT GOALS
FOR THE CITY OF LITTLE ROCK, ARKANSAS
Recognizing the fiscal, legal and economic constraints facing
the City of Little Rock; and
Recognizing both the opportunities and problems associated
with the City' s physical development and change:
The Little Rock Board of Directors hereby adopts as its
interim urban development goals the following:
1 . ENCOURAGE LITTLE ROCK'S CONTINUED REAL GROWTH •
In terms of such things as :
* Net population growth
* Net employment growth
* Increased business activity
* Increased spendable .income, and
especially, in terms of
* Increases in the quality of life for all
City residents
2 . ACTIVELY PROMOTE THE ACHIEVEMENT OF QUALITY OF
LIFE STANDARDS IN BOTH DEVELOPED AND DEVELOPING AREAS
In terms of specific measures to be developed for
such things as :
* Adequacy of public services
* Adequacy of public facilities , and also in terms
of less quantifiable standards for such things as:

* Environmental quality
* Sense of place, scale, and character
* Neighborhood vitality.
3. EXPAND THE CITY ' S RESOURCE CAPABILITY, AND EQUITABLY
SHARE THE COSTS OF INVESTING IN IMPROVED QUALITY IN
EXISTING AND NEW AREAS
In terms of such potential areas as
* Special assessments
* Taxes
* Fees
A
* User charges ''
* Developer participation
* Home owner participation
* Federal and State Assistance
4 . ESPECIALLY PROVIDE ADDED ENCOURAGEMENT AND INCENTIVES
TO QUALITY DEVELOPMENT IN DEVELOPED AND DEVELOPING
AREAS ALREADY HAVING ADEQUATE CAPACITY IN PUBLIC SERVICES

AND FACILITIES
In terms of such things as
* Revitalization
* Conservation
* Preservation
* Infi]-1 development
* Renewal
5 . ENCOURAGE ORDERLY, PHASED AND QUALITY DEVELOPMENT IN
FRINGE AREAS OF TIIE CITY NOT CURRENTLY SERVED BY
ADEQUATE SERVICES AND FACILITIES , BUT DESIGNATED FOR

FUTURE GROWTH

In terms of such things as
* Coordinated Capital Improvements programming
* Timely provision of adequate services and
facilities
• * Compatibility and balance of new development
* Aesthetics and natural constraints of new areas
6 . FIVE BASIC TENENTS LISTED ABOVE WILL BE USED IN
EVALUATING FUTURE URBAN DEVELOPMENT
The purpose of these interim goals are to establish '
a basic direction for Little Rock' s future; to provide
general, guidance until more operational guidelines can r
be adopted by the City; and to provide specific direction
to the consultant (Booz , Allen & Hamilton) and City Staff
in the continued development and evaluation of criteria,
procedures and other implementation tools during Phase II
of the Growth Policy Study.

The general thrust of Little Rock' s Urban Development
Goals is to insure that the City will remain vital and
continue to grow and that it will do so in a manner which
preserves and enhances the quality of the existing environ-
ment, which improves the community' s ability to provide
efficient and effective public services, which conserves
human and physical resources, which maximizes the vitali-
zation of existing public and private investment, which
provides an adequate supply of developable land to
accommodate growth and which provides for a balance of

individual choice, the public interest, and equitable
sharing of the cost* and benefits of the City ' s develop
merit.
