A RESOLUTION PROVIDING FOR THE EXECUTION OF A
PROPOSED AGREEMENT BY AND BETWEEN THE CITY OF
LITTLE ROCK, ARKANSAS AND THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT;
AND FOR OTHER PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS .
SECTION 1. The proposed agreement by and between the
City of Little Rock, Arkansas (hereinafter called "The City")
and the United States Department of Housing and Urban Develop-
ment (hereinafter called "The Government") , a copy of which is
hereto attached as Exhibit "A" is hereby in all respects appro-
ved.
SECTION 2 . The City Manager is hereby authorized and
directed to execute the said agreement in four counterparts
on behalf of the City and the City Clerk is hereby authorized
and directed to impress and attest the official seal of the City
on each such counterpart and to forward such counterparts to the
Department of Housing and Urban Development, together with such
other documents relative to the acceptance and execution thereof
as may be required by the United States of America.
SECTION 3 . The City of Little Rock agrees to abide by
all of the provisions , terms and conditions of said agreement.
SECTION 4 . This Resolution shall be in full force and
effect from and after its adoption.

A G R E E M E N T
This Agreement made and entered into this day of , 1976,
by and between the City of Little Rock, Pulaski County, Arkansas, hereinafter referred
to as "City" and the Department of Housing and Urban Development, hereinafter some-
times referred to as "Government" or "HUD" and "Department."
WITNESSETH:
WHEREAS, the City has heretofore entered into a Grant Agreement for a Compre-
hensive City Demonstration Program with the United States of America providing for
financial assistance to the City under the Demonstration Cities and Metropolitan
Development Act of 1966, identified as Contract No. ME-03-002, dated June 18, 1970,
as amended; and
WHEREAS, it is determined to be mutually agreeable to the City and the Govern-
went to terminate the Federal categorical grant assistance to the Comprehensive City
Demonstration Program for Little Rock, Arkansas; and
WHEREAS, it is anticipated that other sources of funds, including Community
Development Block Grant Funds authorized by Title I of the Housing and Community Act
of 1974, will be available to finance the Comprehensive City Demonstration Program
or such projects and activities as the City decides to continue;
NOW, THEREFORE, the City and Government do hereby mutually agree and represent
as follows:
1. The City and the Government agree that the grant assistance completion dead-
line date shall be April 15, 1976.
2. The only construction contract to be completed after the grant assistance
completion deadline date is No. 3320, South Little Rock Site Development,
the total cost of which is $64,000.00. As of February 29, 1976, the cost
remaining to be paid amounted to $8,564.22, and the estimated completion
date for the contract is June 15, 1976.
3. No relocation activities remain to be completed after the grant assistance
completion deadline date.
4. The amount needed for project administration to carry out the obligations
under this Agreement, namely the construction contract identified in Para-
graph 2 hereinabove are considered negligible and will be handled by the
City's Community Development Staff, if needed. The auditing fee amounting
to $14,200.00 will be paid totally with Model Cities funds.
5. The City hereby agrees that HUD may conduct audits and inspections of books,
papers, certifications, accounts, and all other documents with respect to the
administration of the operating account and completion of capital projects and
relocation activities and to establish requirements for independent public
accountant audits of such activities.
6. The City further agrees to fund any amount necessary to carry out the City's
obligations under this Agreement which is in excess of the amount specified
for an item in Paragraph 2 hereof.
7. The City agrees to repay HUD's share of any amount specified for an item in
Paragraph 2 hereinabove which is in excess of the actual need for such item.
8. The City hereby agrees to continue to monitor and audit the operations of the
operating agency, in accordance with Chapter 10 of MCGR 3100.8 (CDA Letter No.
8, Part II) , and Paragraph 3 of MC 3145.5, until completion of the respective
projects and activities.

9. The City hereby further agrees to complete capital projects expeditiously
in accordance with applicable HUD regulations and requirements.
10. In connection with this Agreement the City agrees not to discriminate on
the basis of race, color, creed, sex, or national origin in the sale,
t lease, or rental or in the use or occupancy of any property or any im-
provements erected thereon or any part thereof.
11. It is specifically understood and agreed that the signing of this Agree-
-• ment by the United States Department of Housing and Urban Development shall
not constitute a waiver of any of the terms of the Grant Agreement for a
Comprehensive City Demonstration Program with the City.

IN WITNESS WHEREOF, the parties by these presents have executed the Agreement
on the date hereinabove shown.
