A RESOLUTION AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE AN AGREEMENT ON BEHALF OF
THE CITY OF LITTLE ROCK FOR COMBINED LIBRARY
SERVICES IN PULASKI AND PERRY COUNTIES; AND
FOR OTHER PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS .
SECTION 1. The Mayor and City Clerk are hereby authorized
and directed to enter into and execute on behalf of the City of
Little Rock an Interlocal Cooperation Agreement with Pulaski
County, Perry County, The Little Rock Public Library and the
Pulaski-Perry Regional Library for the establishment of a library
system for Central Arkansas . The said library system will provide
present and future library services to all persons within the area-
wide participating units insofar as is practical and possible to
establish a corporative collection of books and related materials;
to provide and improve rotation of books throughout a wider area;
to eliminate many unnecessary duplications and to take advantage
of discounts and purchase economies .
SECTION 2 . The Interlocal Cooperation Agreement authorized
in Section 1 hereof is in form and substance as follows :

INTERLOCAL COOPERATION AGREEMENT
I . PARTIES .
This agreement is hereby entered into by and between
Pulaski County , Arkansas, acting by and through its County
Court, Perry County , Arkansas, acting by and through its
County Court, the City of Little Rock , Arkansas , acting
by and through its Mayor and Board of Directors , the Little
Public Library , acting by and through its Board of Directors ,
and the Pulaski-Perry Regional Library, acting by and through
its Board of Directors.
II . PURPOSE . •
The purpose of this agreement is to create a library
system for the Central Arkansas area which will provide
present and future library services to all people within the
area-wide participating units insofar as practical and possible
to establish a corporative collection of books and related
materials ; to provide and improve rotation of books throughout
a wider area; to eliminate many unnecessary duplications and
to take advantage of discounts and purchase economies.
III . NAME.
The name of the organization created by this agreement
shall be "Central Arkansas Library System" .
IV. ORGANIZATION.
The Central Arkansas Library System shall be composed of
the governmental units named as parties hereto and the library
systems named herein as parties hereto . The members of this
organization shall each maintain its individual identity . The
Central Arkansas Library System shall be under the supervision ,
administration and direction of the Little Rock Library Board of
Trustees and other unit boards and governmental entities subscrib-
ing hereto will act in an advisory capacity to said Board of

Trustees.
V. TERMINATION OF ASSOCIATION .
The period of this organization shall be indefinitely .
However , if services of the Central Arkansas Library System
• proves unsatisfactory to any of the units involved, said unit
may withdraw from said organization at the close of any fiscal
years providing notice is given to all units involved at least
one year in advance of the proposed date of withdrawal . Member-
ship in the Central Arkansas Library System shall be voluntary
with each governmental unit and local unit board approving
membership. Any unit withdrawing from the Central Arkansas
Library System shall be restored to its original form and
capacity , plus a prorated percent of improvements made during
their membership period.
VI. EMPLOYEES OF THE SYSTEM. ,
The governing Board of Trustess shall fix the number of
and salaries of employees of the Central Arkansas Library
System.
VII . OPERATION .
The governing Board shall provide a centralized technical
and administrative staff and processes to make area-wide use of
present and future staff specialists available to all people in
all units involved . The Central Arkansas Library System shall
provide each of the member units with all necessary library and
related facilities when requested by the governing body of each
participating unit.
VIII. FINANCING.
The subscribing parties to this agreement and the members
of the Central Arkansas Library System hereby pledge that funds
(library millage tax, as well as any other funds available) shall
be used for area-wide services of the participating units .

WHERETO we set our hands as representatives of the govern-
ing bodies of the involved governmental units and library
organizations on the day herein set down and in the county here-
in specified.

SECTION 3. This Resolution shall be in full force and
effect from and after its adoption.
