A RESOLUTION IN APPRECIATION OF THE SERVICES
OF THOMAS M. DOWNS AS ASSISTANT CITY MANAGER
OF THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR
OTHER PURPOSES
WHEREAS , Thomas M. Downs has served as Administrative
Assistant and as Assistant City Manager for the City of Little
Rock since 1970 ;and
WHEREAS, Thomas M. Downs has now received the recognition
as a professional City Manager befitting his ability and integ-
rity in being awarded the position of City Manager of Leavenworth,
Kansas; and
WHEREAS , it is the desire of the Board of Directors to
acknowledge and make a matter of record its deepest appreci-
ation for the talent and professional ability of Tom Downs as
reflected in the many accomplishments of this City during recent
years, toward which accomplishments his efforts have been greatly
material; and
WHEREAS , this Board of Directors wishes every success to
Tom Downs , both in his professional and personal affairs.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS .
SECTION 1 . The Board of Directors of the City of Little
Rock hereby extends its appreciation to Thomas M. Downs for his
outstanding service as Assistant City Manager of the City of
Little Rock. The loss of his competent and able assistance as
an executive officer and public servant will be keenly felt for
the foreseeable future .

SECTION 2 . The Board of Directors of the City of Little
Rock extends its congratulations to Thomas M. Downs in his
becoming the City Manager of Leavenworth, Kansas and wishes him
every personal and professional success , hoping that he will
recall favorably his experiences and activities while in the City
of Little Rock .

SECTION 3. This Resolution shall be in full force and
effect from and after its adoption .
