A RESOLUTION CREATING A REGIONAL CRIMINAL JUSTICE PLANNING
COUNCIL IN COMPLIANCE WITH THE OMNIBUS CRIME CONTROL AND
SAFE STREETS ACT OF 1968 PASSED BY THE UNITED STATES
CONGRESS; AND FOR OTHER PURPOSES.
WHEREAS, the United States Congress on June 19, 1968, passed the Omnibus
Crime Control and Safe Streets Act the purpose of which was to assist states and
local units of government to strengthen and improve the criminal justice system
by providing that state and local planning efforts funds would be made available
in the form of action grants to implement the planned improvements .
WHEREAS, the Governor of the State of Arkansas February 26, 1968, by Execu-
tive Order created and designated the Arkansas Commission on Crime and Law
Enforcement as the agency responsible for administering the provisions of the
Omnibus Crime Control and Safe Streets Act of 1968 and for coordinating State and
local law enforcement planning efforts , and;
WHEREAS, to establish the mechanism by which local units of government can
best participate in comprehensive Criminal Justice planning and action grants
funding, the Arkansas Commission on Crime and Law Enforcement has designated five
local criminal justice planning regions for the purpose of guiding local planning
efforts, identifying local needs, establishing priorities for the implementation
of action projects, assuming fiscal responsibility and determining policy matters ,
and;
WHEREAS, the membership of the local Criminal Justice Planning Councils
shall reflect a balanced representation considering both population and geography
of the Criminal Justice system (police, courts, corrections, juvenile) , units of
local government, and the general public with the Council members to be appointed
by the State Commission, and;
WHEREAS, the responsibility of each Criminal Justice Planning Council is to:
1. Prepare a planning grant application on behalf of the local jurisdictions
within the regional planning boundaries for submission to the State Planning
Agency;
2. Coordinate the regional planning effort to insure uniformity and compati-
bility within the local planning region and to guarantee reasonable compliance with
the objectives and planning guidelines established by the State Planning Commission;
3. Collect information and describe the current status of the Criminal Justice
system within the regional planning boundaries;

4. Analyze the information collected to determine strengths and weaknesses
of the Criminal Justice system within the regional planning boundaries;
5. Establish priorities for action programs to improve the Criminal Justice
system within the regional boundaries ; and
WHEREAS, any local political subdivision desiring to obtain funds under the
Omnibus Crime Control and Safe Streets Act of 1968 must first participate in
comprehensive Criminal Justice planning as herein described, and;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. In accordance with the purposes and intent of the Omnibus Crime
Control and Safe Streets Act of 1968 as formulated for the State of Arkansas by
the Arkansas Commission on Crime and Law Enforcement, the Board of Directors of
Little Rock, Arkansas , do hereby agree to participate in regional planning
activities and assign all planning funds , to which we would otherwise be entitled,
to the Metropolitan Criminal Justice Planning Council.
SECTION 2. The Metropolitan Criminal Justice Planning Council is hereby
designated as the agency responsible for the City of Little Rock as outlined by
the Arkansas Commission on Crime and Law Enforcement.
SECTION 3. This Resolution shall be in full force and effect from and after
its adoption.
