RESOLUTION NO. 4,877
A RESOLUTION AWARDING A CONTRACT FOR THE
CONSTRUCTION OF THE LA HARPE-GARLAND RAMP
SERVING THE AUDITORIUM-CONVENTION CENTER
PROJECT; WAIVING COMPETITIVE BIDDING;
AND FOR OTHER PURPOSES
WHEREAS , the Carnes Construction Company has agreed to
construct the ramp between LaHarpe and Garland Streets to
serve the Auditorium-Convention Center Project at a cost much
less than what other contractors engaged in construction on
the convention center site are willing to accept ; and,
WHEREAS , it is determined by the Board of Directors that
contractors now engaged in construction on the convention center
and/or auditorium are in a position to construct said ramp at a
savings to the City while engaged in their contractual obli-
gations presently being pursued.
NOW THEREFORE , BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. A Contract for the construction of the ramp
between LaHarpe Boulevard and Garland Street to serve the
auditorium and the Convention Center Project in keeping with
plans and specifications prepared by Cromwell and Associates
on file in the office of the Director of Community Development

at a cost not to exceed $47 ,970 . 00 is hereby awarded to Carnes
Construction Company.
SECTION 2 . It is found by the Board of Directors that the
bid of Carnes Construction Company for this project , due to the
fact that said construction company is presently engaged in both

remodeling the auditorium and in construction of the Camelot
Hotel adjacent thereto , is more favorable to the City than could
be otherwise possible by competitive bidding and therefore com-
petitive bidding is hereby waived.
SECTION 3. Upon completion of the construction of said
ramp satisfying in all respects the plans and specifications
for same, the City Manager and Director of Finance are directed

to issue the necessary warrant or warrants in payment of the
costs therefor as herein provided.
SECTION 4 . This Resolution shall be in full force and
effect from and after its adoption.
