HomeMy WebLinkAbout4873 RESOLUTION NO. 4,873 A RESOLUTION ESTABLISHING A REWARD FUND FOR INFORMATION LEADING TO THE ARREST AND CON- VICTION OF PERSONS COMMITTING CRIMES AGAINST THE PERSON OF ANOTHER; PROVIDING FOR THE ACCEPTANCE OF DONATIONS TO THE FUND; AUTHORIZING THE APPOINTMENT OF A COMMITTEE OF CITIZENS TO ASSIST IN THE ADMINISTRATION OF SAID FUND; AND FOR OTHER PURPOSES WHEREAS , the number of serious crimes against the person of another in the City of Little Rock is alarmingly high, the most recent of which was that of the murder of Mr. Carl Brooks , business man and leader in this community; and WHEREAS , it is the desire of the City of Little Rock to do everything possible to assist the duly constituted and responsible law enforcement authorities in the procurement of evidence and information leading to the arrest and conviction of persons perpetrating such crimes against the person. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS . SECTION 1. There is hereby established a fund known as the "Crimes Against the Person Reward Fund" which shall be administered by the City Manager or such employees of the City as may be designated from time to time by the City Manager who shall be assisted in such administration by the Committee or Committees or Citizens hereinafter authorized and provided for. SECTION 2 . The Mayor is hereby authorized from time to time as the occasion dictates to name a committee or committees composed of five (5) citizens each to promote , aid and assist in the administration of the Reward Fund authorized in Section 1 hereof and to encourage the participation and involvement of all citizens within Pulaski County in the purpose for which this Resolution is adopted, namely : the prevention of crimes against the person through the means of arrest and bringing to justice those guilty of committing such crimes . -2- SECTION 3 . All citizens throughout Pulaski County are invited and encouraged to make donations to the Reward Fund authorized and provided for in Section 1 hereof. Books and accounts shall be maintained by the City Manager or his agents showing all sums donated or appropriated to the Fund and all sums paid out from time to time and an audit shall be prepared annually showing condition of the Fund and all receipts and disbursements . Expenses as are incurred by this Fund for advertising, printing or any other related expenses in the administration thereof shall be paid from the Fund to the person or persons entitled thereto. SECTION 4 . The Reward Fund authorized herein shall main- tain and leave open at all times a standing offer of reward for information leading to the arrest and conviction of any person or persons who may commit crimes against the person of another or aid and abet in such crimes in such amount or amounts as may be set from time to time by the City Manager with the advice and counsel of the Citizens Committee herein provided for, said offer of reward being conditioned upon approval of the Board of Directors of the City in each specific instance of a claim of reward. SECTION 5 . The right of any person to a reward from the Fund based upon his having supplied information leading to the arrest and conviction of any person or persons shall be solely in the discretion of the Board of Directors . The offer of reward shall not be treated as a unilateral contract and no vested right thereto shall accrue to any person. Said reward shall be a gratuity and awarded only in the discretion of the Board of Directors of the City of Little Rock. SECTION 6 .
