HomeMy WebLinkAbout20731 1 1 ORDINANCE NO. 20,731 2 3 AN ORDINANCE TO GRANT A CONTRACT TO CRAFTON TULL & 4 ASSOCIATES,INC.,TO PROVIDE DESIGN ASSISTANCE FOR THE 12TH 5 STREET RENOVATION PROJECT; TO DISPENSE WITH THE 6 REQUIREMENT OF COMPETITIVE BIDS; TO DECLARE AN 7 EMERGENCY; AND FOR OTHER PURPOSES. 8 9 WHEREAS, in 2009 the City began the redevelopment of the 12'Street Corridor,and as a part of that 10 effort joined with the Arkansas Children's Hospital Foundation ("the Foundation") for design work to be 11 done over a portion of the street; and, 12 WHEREAS, the design work for this project, after a competitive selection process, was awarded to 13 Crafton, Tull &Associates, Inc., of Little Rock, Arkansas; and, 14 WHEREAS, the Foundation would like to provide funds and to work with the City to complete 15 additional design work from the previous site to the Arkansas Children's Hospital campus, and because of 16 its familiarity with the work to date desires to use the design services of Crafton, Tull & Associates, Inc.; 17 and, 18 WHEREAS, this unique arrangement, and the donation of these funds by the Foundation, make it 19 impractical and unfeasible to competitively bid this contract; 20 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 21 OF LITTLE ROCK,ARKANSAS: 22 Section 1. The City Manager is authorized to enter into a contract with Crafton, Tull & Associates, 23 Inc., in an amount not to exceed Thirty-Five Thousand Dollars ($35,000) to perform design work for the 24 redevelopment of the 12"'Street Corridor from the point where the last design work ended to,and including, 25 the Arkansas Children's Hospital campus. 26 Section 2. Because of the cooperative arrangement with the Arkansas Children's Hospital 27 Foundation, and the donation of monies from the Foundation, the Board finds that it is impractical and 28 unfeasible to subject this contract to a competitive process and,therefore,waives such process. 29 Section 3. Funds for this project will be in the special account for the 12th Street Corridor redevelop- 30 ment project. 31 Section 4. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph, 32 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or [Page 1 of 21 1 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this 2 ordinance, as if such invalid or unconstitutional provision were not originally a part of this ordinance. 3 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 4 ordinance are hereby repealed to the extent of such inconsistency. 5 Section 6. Emergency Clause.
