RESOLUTION NO. 4,745
A RESOLUTION RECOMMENDING TO THE ARKANSAS STATE HIGHWAY
DEPARTMENT THE DELETION OF THE PROPOSED ELEVATED MAIN
STREET OVERPASS AT THE 1-630 FREEWAY AND MAIN STREET.
WHEREAS, the Highway Department of the State of Arkansas will hold a Public
Hearing in March of 1972 concerning the Interstate 630 Freeway; and
WHEREAS, the Board of Directors of the City of Little Rock have been
requested to make recommendations concerning the Main Street Overpass; and
have held Public Hearings in consideration thereof; and
WHEREAS, every reasonable effort has been made to fully acquaint those
organizations and individuals most affected by the facility in question; and
WHEREAS, it is the earnest desire of the Board of Directors to secure for
the benefit of all the citizens of the City of Little Rock the maximum utility,
efficiency and safety from the proposed 1-630 Freeway;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. That the proposed elevated overpass crossing of 1-630 at Main
Street would visually and physically separate those property owners adjacent to
the approaches and the overpass.
SECTION 2. That the proposed elevated overpass would not facilitate the
movement of people and goods in and through the downtown area pursuant to the
adopted major street plan for the City of Little Rock.
SECTION 3. That an at-grade Main Street Overpass would be supported by the
Board of Directors if an at-grade overpass could be constructed without sacrificing
the maximum level of service, efficiency and safety for the benefit of the general
public. To that end, it is recommended and urged by the Board of Directors that
the State Highway Department and their engineering consultants, continue to
investigate all engineering alternatives which might lead to the construction of
an at-grade overpass on Main Street without a subsequent loss of safety and effi-
ciency.
SECTION 4. That it is hereby found and declared that an elevated overpass
structure at Main and the 1-630 Freeway would not serve the best interests of the
general public and the adjacent property owners; it is therefore, recommended by
the Board of Directors of the City of Little Rock that the proposed Main Street
Overpass be deleted and stricken from the existing plans and so submitted for
Public Hearing before the State Highway Department in March 1972.

SECTION 5. An emergency is hereby declared and this Resolution being
necessary for the immediate preservation of the public health, safety and welfare
shall be in force and take effect immediately upon and after adoption.
