A RESOLUTION AUTHORIZING THE CITY MANAGER, ACTING
ON BEHALF OF THE CITY OF LITTLE ROCK, TO EXECUTE
AN AGREEMENT WITH THE ECONOMIC OPPORTUNITY AGENCY
OF PULASKI COUNTY; AND FOR OTHER PURPOSES.
NOW, THEREFORE , BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. The City Manager is hereby authorized and directed
to execute on behalf of the City of Little Rock, Arkansas , an agreement
with the Economic Opportunity Agency of Pulaski County, Arkansas, which
shall be in form and substance as follows :

A G R E E M E N T
THIS AGREEMENT, made and entered into this 13th day of
October , 19 69 , by and between the Economic
Opportunity Agency , hereinafter referred to as "con-
tractor", and the City of Little Rock •
W I T N E S S E T H :
WHEREAS, the purpose of this agreement is to provide the
full services necessary to implement a program of employment
that will develop permanent jobs with the City of Little Rock
for those persons entered into the program as participants to
be hereinafter referred to as "enrollees" .
NOW, THEREFORE, contractor and the City of Little Rock do
hereby mutually agree as follows :
A. The City agrees :
1 . To perform all services stated in the sub-contract
proposal developed by the City of Little Rock and submitted to
the contractor on September 2S , 1969 for the total sum not
to exceed $110 , 000 for the period ending June 30 , 1970 .
2 . If the contractor or the City of Little Rock de-
sire to alter said agreement, notification or request for such
alteration will be made in writing to the contractor or the
City of Little Rock, as the case may be .
3. Contractors representatives will periodically moni-
tor operations of the City of Little Rock as related to the a-
forementioned proposal .

4. The City of Little Rock shall submit reports as
required on the basis of the needs of the contractor.
5. Payments to the City of Little Rock will be made
each month to cover projected costs for a thirty (30) day or
one (1) month period. The City shall invoice the contractor
for projected funds needed. Each invoice shall be accompanied
by a detailed statement of costs covering the previous months
expenditures .
6. Title to all property furnished by the Government
shall remain in the Government. All equipment and property
purchased is the equipment and property of the Department of
Labor (Government) and at the end of the contract , at the re-
quest of the Department of Labor or its agent the Economic
Opportunity Agency of Pulaski County, said equipment and prop-
• erty will be returned to the agent or the Department of Labor.
IN WITNESS WHEREOF, contractor and the City of Little
Rock have executed this Agreement as of the date first above
written, the total cost of which shall be $110 ,000 as indi-
cated for the eight (8) month period. z.;/..X

SECTION 2. This Resolution shall be in full force and effect
from and after its adoption.
