HomeMy WebLinkAbout4105 4 RESOLUTION NO. 4,105 A RESOLUTION ADOPTING SCHEDULES FOR RELOCATION PAYMENTS AND FOR AVERAGE ANNUAL GROSS RENTALS OF STANDARD HOUSING APPLICABLE TO DISPLACED FAMILIES AND INDIVIDUALS; AND FOR OTHER PURPOSES . WHEREAS , in the interest of public welfare, comfort and health, parks within the City are deemed necessary and essential for a happy and peaceful living community, and a prosperous city; WHEREAS , Federal financial assistance is necessary in order to provide such community facilities for the City of Little Rock; WHEREAS , to qualify for Federal assistance for financing the acquisition and/or development of parks, adoption of a Fixed Relocation Payments Schedule, and a Schedule of Average Annual Gross Rentals for Standing Housing in Locality is required; WHEREAS , the Little Rock Housing Authority performs the functions of relocating families and individuals displaced by governmental action; and WHEREAS , the schedules indicated above should be the same dollar amounts as used by the Little Rock Housing Authority; NOW, THEREFORE, BT IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS . SECTION 1. That the City of Little Rock adopt the Fixed Relocation Payments Schedule and the Schedule of Average Annual Gross Rentals for Standard Housing in Locality and in the dollar amounts as established from time to time by the Little Rock Housing Authority. SECTION 2. This Resolution shall be in full force and effect from and after its adoption. In localities where a PHA-approved schedule is being used by the LHA, and the LPA proposes to adopt that schedule, the statement shall so indicate, and no further explanation of how the amounts were derived is required.) Approval is requested of the following schedule of average annual gross rentals, including utilities (as defined in Urban Renewal Manual, Section 16-3-2), for a decent, safe, and sanitary dwelling of modest standards in the lo- cality. The schedule will be used in determining the amount of the Relocation Adjustment Payment to be lade to families and elderly individuals who are eligible for the payment, in accordance with the Regulations Governing Relocation Payments. BASIS FOR PROPOSED FIXED PAYMENTS (Explain in sufficient detail to justify how the amounts proposed in the Schedule were determined, including the source of the amounts for lowest normally available moving cost per hour and the basis for the estimated average number of hours required. Use additional sheets if needed.) The amounts proposed in the schedule were determined by securing the hourly rates from five reputable companies. The lowest amount quoted for moving costs was $9. 50 per hour. This price does not include moves involving upstairs moves or the moving of heavy objects such as pianos and deep-freezes. Additional charges would be made for these items. The estimated number of hours required for the move is based on the average time quoted by the five moving companies. (The rates are based on a survey made in 1966 .
