3 AN ORDINANCE TO AMEND LITTLE ROCK,ARK., REV. CODE § 2-243
4 (1988) TO INCLUDE TRAINING SERVICES AS A PROFESSIONAL
5 SERVICE; AND FOR OTHER PURPOSES.

7 WHEREAS, pursuant to Arkansas Law and City Ordinance a formal competitive price bid is required
8 for goods and services purchased by the City, but pursuant to Ark. Code Ann. § 14-58-303 (c)(West Supp.
9 2013), a municipality has the authority, by 2/3-vote of the governing body, to not use competitive price
10 bidding for an identified professional service; and,
11 WHEREAS,when it comes to training services for various City Departments the best available training
12 is not always something that can be decided solely on the criterion of price;
13 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
14 OF LITTLE ROCK,ARKANSAS:
15 Section 1. Little Rock, Ark., Rev. Code § 2-243 (1988) is hereby amended to add Training Services
16 as a professional service within the City.
17 Section 2. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
18 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
19 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this
20 ordinance, as if such invalid or unconstitutional provision were not originally a part of this ordinance.
21 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
22 ordinance are hereby repealed to the extent of such inconsistency.
