A RESOLUTION OF THE CITY OF LITTLE ROCK
AUTHORIZING THE FILING OF APPLICATION FOR
GRANT TO ACQUIRE AND DEVELOP OPEN SPACE LAND.
WHEREAS , Title VII of the Housing Act of 1961, as
amended, provides for the making of grants by the Housing
and Home Finance Administrator to states and local public
bodies to assist them in the acquisition and development
of permanent interests in land for open-space uses where
such assistance is needed for carrying out a unified or
officially coordinated program for the provision and develop-
ment of open-space land as part of the comprehensively planned
development of the urban area and
WHEREAS, the City of Little Rock (herein sometimes
referred to as "Applicant" ) desires to acquire fee simple
title to certain land known as :
Park Site A containing 15 acres more or less
West of Holt Street and South of West 40th
Street;
Park Site B, 4 lots situated in the Northeast
corner of 14th and Abigail Streets containing
approximately 20,000 square feet;
Park Site C, 4 lots situated at 18th and Eom
Streets containing approximately 20,000 square
feet;
Park Site D, 1 lot situated at the Northwest
corner of 15th and Brown Streets containing
approximately 10,000 square feet;
Park Site F containing 8 acres and located at
36th and High Streets;
Park Site H containing 12 lots and located at
East 21st and Commerce Streets - approximately
6 acres;
which land is to be held and used for permanent open-space
land for development park and recreation areas ; and
WHEREAS , Title VI of the Civil Rights Act of 1964,
and the regulations of the Housing and Home Finance Agency
effectuating that Title, provide that no person shall be
discriminated against because of race, color or national
orgin in the use of the land acquired and/or developed; and
WHEREAS , it is recognized that the contract for
Federal grant will impose certain obligations and respon-
sibilities upon the Applicant and will require among other
things (1) compliance with Federal labor standards, and
(2) compliance with Federal requirements relating to equal
employment opportunities ; and
WHEREAS , it is estimated that the cost of acquiring
said interests will be $123, 700 .00 ; and
WHEREAS , it is estimated that the cost of development
of said land will be $131, 500.00;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. That an application be made to the Housing
and Home Finance Agency for a grant in an amount authorized
by Title VII of the Housing Act of 1961, as amended, which
amount is presently estimated to be $123,700.00, and that
the Applicant will pay the balance of the cost from other
funds available to it.
SECTION 2. That the City Manager is hereby authorized
and directed to execute and to file such application with
the Housing and Home Finance Agency, to provide additional
information and to furnish such documents as may be required
by said Agency, to execute such contracts as are required
by said Agency, and to act as the authorized correspondent
of the Applicant.
[ SECTION 3. That the proposed acquisition and develop-
ment is in accordance with plans for the allocation of land
for open-space uses, and that, should said grant be made, the
4 Applicant will acquire, develop, and retain said land for the
uses designated in said application and approved by the
Housing and Home Finance Agency.
SECTION 4. That the United States of America and
the Housing and Home Finance Administrator be, and they
hereby are, assured of full compliance by the Applicant
with regulations of the Housing and Home Finance Agency
effectuating Title VI of the Civil Rights Act of 1964.
SECTION 5. This Resolution shall be in full force
and effect from and after its adoption.
