HomeMy WebLinkAbout3211 J �~ RESOLUTION NO. 3,211 RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS, APPROVING UNDERTAKING OF SURVEYS AND PLANS FOR AN URBAN RENEWAL PROJECT AND FILING OF AN APPLICATION FOR "HANGER HILL" AND • DIRECTING THE HOUSING AUTHORITY OF THE CITY OF LITTLE ROCK, ARKANSAS, TO PREPARE A SURVEY AND PLANNING APPLICATION FOR THE RIVERSIDE PARK AREA WHEREAS, under Title 1 of the Housing Act of 1949, as amended (herein referred. to as "Title 1") , the Housing and Home Finance Administrator is authorized to extend financial assistance to local public agencies in the elimination and prevention of the spread of their slums and urban blight through the planning and undertaking of urban renewal projects; and WHEREAS, it is desirable and in the public interest that the Housing Authority of the City of Little Rock, Arkansas, make surveys and prepare plans, presently estimated to cost approximately One Hundred Seven Thousand Nine Hundred Sixty-Seven Dollars (S 107 ., b .00) , in order to undertake and carry out an urban renewal project of tht laracter contemplated by • Section 110(c) of T: tle 1, in that area proposed as ar. urban Renewal Area, situated in the City of Little Rock, County of Pulaski . :,d State of Arkansas, which is described as follows: Beginning at a point whi :t is to intersection of the center line of Ic.re is_ate ri ghway 30 and the North R-O-W line of i:ast Capitol. Street; thence running in an easterly direction alo_.g the North R-O-W line of East Capitol Street and East Capitol Street extended to a point which is the intersection of the North R-O-W line of Eas: Capitol Street extended and the center line o - the C.R..i. & P.R.R. ; thence running in a southeasterly and SG therly direction along the center lirt of the g.I. & P.R.R. to a point which is the intersection of the center line of the C.R.I. & P.R.R. and the south R-O-W 17ne of • East 17th Street extended; thence , running in a westerly direction along the south R-O-W line of East 17th Street extended and East 17th Street to a point which is the in -rsecrinn of the south R-O-W line of East 17th Stree and e East R-O-W of College Street; thence , runnit.g along this line extended to a point which is the intersection of this line and the center line of Interstate Highway 30; thence running in a northerly direction along the center line of the Interstate Highway 30 to the point of beginning, said area being within the City of Little Rock, Pulaski County, Arkansas. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SEC . 1. That the proposed Urban Renewal Area described above is a slum, blighted, deteriorated, or deteriorating area appropriate for an urban renewal project and that the undertaking by the Housing Authority r,t the City of Little Rock, Arkansas, of surveys and plans for an urban renewal. project of the character contemplated by Section 110(c) of :itLe in the proposed Urban Renewal Area is hereby approved. SEC. 2. That the financial assistance available under Title 1 is needed to enable the Housing Authority of the City of Little Rock, Arkansas, to finance the planning and undertaking of the proposed Project. SEC. 3. That it is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal projects with Federal financial assistance under Title 1, including those relating to (a) the relocation of site occupants; (b) the provision of local grants-in-aid; (c) the prohibition of discrimination because of race, color, creed or . national origin with respect to housing, facilities L'eiated to residential use, and all public facilities within a project area; public facilities proposed as non-cash local grants-in-aid; and employment; and (d) the requirement that the locality present to the Housing and home Finance Administrator, as a prerequisite to approval of the application described below, a workable program for community improvement, as set forth in Section 101(c) of Title 1, for utilizing appropriate public and private resources to eliminate and prevent the development or spread of slums and urban blight. SEC. 4. That it is the sense of this body (a) that a feasibh, method for the relocation of families displaced from the Urban Renewal Area, in conformity with Title 1, can be prepared, and (b) that the local grants- in-aid can and will be provided in an amount which will be not less than one-third of the Net Project Cost of the Project and which, together with the Federal capital grant, will be generally equal to the difference between Gross Project Cost and the proceeds or value of project land sold, leased or retained for use in accordance with the urban renewal plan. • • SEC. 5. That the filing of an application by the Housing Authority of the City of Little Rock, Arkansas, for an advance of funds from the United States of America to enable it to defray the cost of the surveys and plans for an urban renewal project in the proposed Urban Renewal Area described above is hereby approved. SEC. 6. That during the course of the planning stage , the Housing Authority shall study the feasibility of the presently proposed boundary along the LR-NLR Expressway as it may relate to proper planning of the ` Hanger Hill Project and report the results of said study to the City Board of Directors, and in particular, determine the feasibility and the desirability of excluding Blocks 3 & 4, Woodruff's Addition to the City of Little Rock, Arkansas, from said Project. SEC . 7 . That the Housing Authority is hereby directed to prepare a Survey & Planning Application to be submitted to the City Board of • Directors for an area located within the East End General Neighborhood Renewal Area known as Riverside Park and described as follows: Beginning on the center line of the Arkansas River at a point on the center line extended of the alley between Concord and Clarkson Streets , thence southerly to a point 200 ' south of the south R-O-W line of Ninth Street, thence westerly to the east R-O-W line of Picron Street, thence southeasterly to the south R-O-W line of Tenth Street, thence westerly along the south R-O-W line of Tenth Street to the East R-O-W line of Harrington Street, thence southerly along the east R-O-W line of Harrington Street to a point 200' south of the south R-O-W line of East Tenth Street Extended, thence westerly to the centerline of the alley between Apperson and Townsend thence northerly along the centerline of the alley to the north R-O-W line of east Seventh Street, thence east to a point 200' west of the west R-O-W line of Townsend Street, thence northerly to a point 100' north of the north R-O-W line of East Sixth Street, thence easterly along the property line to the east R-O-W line of Townsend Street, thence south 15 ' thence easterly to the centerline of the alley between Townsend and Harrington Streets, thence northerly along the centerline of the alley to the center line of the Arkansas River thence easterly to the point of beginning.
