3 A ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT WITH MOTOROLA SOLUTIONS, INC. TO
6 PURCHASE SIXTEEN (16) MOTOROLA RADIOS FOR POLICE
7 PATROL CARS, FOR THE TOTAL COST OF NINETY-EIGHT
8 THOUSAND, FIVE HUNDRED EIGHTEEN DOLLARS ($98,518.00) FOR
9 THE LITTLE ROCK POLICE DEPARTMENT; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, the Little Rock Police Department is in need of sixteen (16) mobile radios for Police
13 Patrol Cars; and,
14 WHEREAS, Motorola is the sole supplier of radio equipment which is part of the standard outfit
15 package for each patrol vehicle for the Little Rock Police Department; and,
16 WHEREAS, competitive bidding should be waived and the contract awarded to Motorola Solutions,
17 Inc., as the sole source provider of the radio equipment, in order to maintain a consistent and
18 comprehensive radio system for the Little Rock Police Department.
19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
20 CITY OF LITTLE ROCK,ARKANSAS:
21 Section 1. The Board of Directors finds that competitive bidding should be dispensed with regarding
22 the purchase of sixteen (16) mobile radios for the police patrol cars for the Little Rock Police
23 Department, and the contract for such equipment should be awarded to Motorola Solutions, Inc., the sole
24 supplier of radio equipment for the City of Little Rock.
25 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
26 into a contract with Motorola for the purchase of sixteen mobile radios to outfit the City's new fleet of
27 police vehicles, in the amount of Ninety-Eight Thousand, Five Hundred Eighteen Dollars($98,518.00).
28 Section 3. Funding for this purchase is allocated in the 2012 3/8-Cent Capital and 5/8-Cent
29 Operational Improvements Sales Tax Funding.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 ordinance.
3 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
4 any provision of this ordinance are hereby repealed to the extent of such conflict.
