HomeMy WebLinkAbout2569 RESOLUTION NO. 2569 RESOLUTION AUTHORIZING REVISION OF BOUNDARIES OF WESTROCK URBAN RENEWAL PROJECT AREA, PROJECT ARK. R-4; AND FOR OTHER PURPOSES. WHEREAS, by Ordinance No. 10,870, duly adopted on the 17th day of November, 1958, the City of Little Rock, Arkansas, declared the Westrock Project Area Project Ark. R-4+, as described therein to be a slum, blighted, deteriorated or deteriorating area appropriate for an urban renewal and redevelopment project and approved the Urban Renewal Plan therefor as prepared and submitted by the Housing Authority of the City of Little Rock, Arkansas, and as covered by Loan and Grant Contract entered into by said Authority with the Urban Renewal Administration of the Housing and Home Finance Agency of the United States of America on the 7th day of April, 1959; and WHEREAS, further study and planning and completion of the final design of relocated U . S. Highway No . 10 through the project area have indicated the necessity and desirability of revising the project boundaries for the said Westrock Urban Renewal Area so as to enable the Authority to carry out its obligation to provide all necessary right-of-way to afford a complete connection between old U. S. Highway No . 10 and the relocated route thereof at the project area ' s western boundary; and WHEREAS, such revision of boundaries will require the acquisition of a small additional land area; and WHEREAS, it further appears that a small area of land at the project ' s southwestern perimeter is not required for project purposes and should be deleted therefrom; and WHEREAS, this body recognizes and finds as a fact that such revision of the project boundaries does not materially or substantially change the Urban Renewal Plan for said project area but is minor in nature and merely implements and augments said Plan as it now exists ; and WHEREAS, the proposed boundaries of said Vestrock Urban Renewal Project Area, Project Ark. R-4, as revised, are situated in the City of Little Rock, County of Pulaski and State of Arkansas, and are described as follows, to-wit : A tract of land located in the Southwest 1/4 of the Northeast 1/4 and the Northwest 1/4 of the Southeast 1/4 of Section 32, T-2-N, R-12-W, of Little Rock, Pulaski County, Arkansas, more particularly described as follows; Beginning at the Northeast corner of Westrock Addition (the point of beginning ), thence run N 89° 09' 30" W, 893.83 feet (along the North line of Westrock Addition ) to a point which is the intersection of the South ROW line of Cantrell Road and the North line of Westrock Addition; thence in a northwesterly direction 238.12 feet along the arc of a 9° 03 ' curve which is the southerly ROW line of said Cantrell Road (the chord of said curve bears N 63° 05' 30" W, 236.71 feet ) to a point ; thence run S 47° 08' 30" E, 155.20 feet along the proposed new southerly ROW line of Highway No. 10, to a point on said North line of Westrock Addition; thence run N 89° C9' 30" W, 41.26 feet (along the North Line of Westrock Addition ) to the Northwest corner of Westrock Addition; thence run S 1° 02 ' 00" Zvi, 524 .50 feet (along the west line of Westrock Addition ) to a point; thence run S 88° 03' 30" U, 299.05 feet to a point on the north-south centerline of said Section 32; thence run S 1233.35 feet (along the North-South centerline of said Section 32 ) to a point which is the Northwest corner of Oakwood Manor Subdivision; thence run N 73° 36' 00" E, 688.39 feet to a point, which is the Northeast corner of Oakwood Manor Subdivision; thence run S 0° 12 ' 00" N, 401.00 feet (along the East line of Oakwood Manor Subdivision ) to a point; thence run S 79° 19' 30" E, 142.37 feet to a point; thence run S 0° 12' 00" U, 50.00 feet to a point; thence run S 79° 19' 30" E, 531.25 feet to a point on the East line of the East Pulaski Heights Addition; thence run N 0° 32 ' 00" E, 2133.91 feet, along the East lines of East Pulaski Heights and Westrock Addition to the point of beginning. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS, THAT: Section 1. The Westrock Urban Renewal Project Area, Project Aik. R-4, as revised and as described above, is a slum, blighted, deteriorated or deteriorating area appropriate for an urban renewal and redevelopment project, and that the carrying out of an urban renewal and redevelopment project of the character contemplated by Act 212 of 1945, Act 189 of 1957, and Act 119 of 1959, of the Acts of the Arkansas General Assembly, and by Section 110(c ), Title I, of the Housing Act of 1949, as amended and supplemented, in said urban renewal project area as revised and as described above, is hereby approved . Section 2 . This body is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal and redevelopment projects with Federal financial assistance under said Title I, and it is the sense of this body that local grants-in-aid, consisting of donations of cash, land, demolition or removal work, and the installation, construction or reconstruction of streets, utilities, parks, playgrounds or other improvements or the provision of other public buildings or facilities, necessary for carrying out in the Urban Renewal and Redevelopment area as revised the urban renewal and redevelopment objectives of said Title I in accordance with the urban renewal and redevelopment plan therefor, can and will be provided in an amount which will not be less than one-third of the net project cost and which, together with the Federal capital grant, will be generally equal to the difference between gross project costs and the proceeds or value of project land sold, leased or retained for use in accordance with the urban renewal and redevelopment plan . Section 3. The Housing Authority of the City of Little Rock, Arkansas, acting by and through its duly designated officers, is hereby authorized to do all things and to take all such actions as may be required to implement said revision of boundaries, including, but not limited to, any necessary revision (1 ) of said Urban Renewal Plan, (2 ) of the documents and maps filed in support thereof, and (3 ) of said Loan and Grant Contract .
