A RESOLUTION REQUESTING THE UNITED STATES DEPARTMENT OF COMMERCE AND THE
BUREAU OF CENSUS TO MAKE A FULL RECOUNT OF THE POPULATION OF THE CITY OF
LITTLE ROCK FOR THE YEAR 1960; AND FOR OTHER PURPOSES.
WHEREAS , several hundred citizens have voluntarily notified the
administration of the City Government of Little Rock, Arkansas, that they
were not counted in the most recent 1960 Federal Census; and
WHEREAS, verified statistics reflect an increase in the residential
connections for electricity, water and gas inside the City Limits between
1950 and 1960 to respectively be as follows:
Electrical Connections 1950----25 ,802
1960----31,110
Water Connections 1950----20,500
1960----26,920
Gas Connections 1950----27 ,574
1960----36,292
and
WHEREAS , the total building permits for new dwellings between
1950 and 1960 inside the City Limits less demolition permits is 5 ,046; and
WHEREAS, utilizing the Bureau of Census ' figure of 3 .2 persons
per connection of utilities which would be the equivalent of 20,800 increase
in the population over 1950 instead of 3,000,as reflected by the 1960 Census,
unquestionably points up the error in the recent Federal Census; and
WHEREAS , under the Laws of the State of Arkansas an important por-
tion of the City' s revenues are derived from State tax sources based on
population, a correct census tabulation is necessary to insure that the City
obtains its proper share of such revenues, otherwise, the citizens of Little
Rock will be deprived of necessary municipal services to which they are en-
titled; and
WHEREAS, the Board of Directors sincerely is of the opinion that
the recount of the population is in order;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. The United States Department of Commerce and the
Bureau of Census is hereby officially requested to recount the population
of the City of Little Rock to be entered in its official 1960 Census Reports.
SECTION 2. The City Manager is ordered and directed to forward
certified copies of this Resolution to all officials concerned with the
matter of the 1960 Federal Census in the United States Department of Com-
merce and the Bureau of Census.
SECTION 3. This Resolution shall be in full force and effect
from and after its adoption.
