RESOLUTION AUTHORIZING THE FILING OF AN AMENDED
APPLICATION FOR SURVEY AND PLANNING FOR THE HIGH
STREET AREA IN LITTLE ROCK, PULASKI COUNTY,
ARKANSAS
WHEREAS, by Resolution No. 2188, the City of Little Rock, Arkansas,
declared the High Street Area as appropriate for urban renewal and redevelop-
ment study and action and authorized the application for survey and planning
funds; and
WHEREAS, further study and planning have indicated the necessity and
desirability of expanding and amending the project boundaries for the said High
Street Area; and
WHEREAS, the proposed boundaries of the High Street Area, as revised,
are situated in the City of Little Rock, County of Pulaski and State of Arkansas,
and described as follows:
Beginning at the N. W. Corner of Block 231 of Original City of
Little Rock, Pulaski County, Arkansas, run S 80° 33' 00" E,
1, 078. 25 feet along the south R. O. W. Line of West Eleventh
Street to a point; thence N 9° 23' 00" E, 1, 288. 25 feet along
the east R. O. W. Line of Arch Street to a point which is the S. W.
Corner of Lot 3, Block 114 of Original City; thence N 80° 33' 00"
W, 2, 371. 17 feet to a point which is the N. E. Corner of Lot 4,
Block 306 of Original City; thence S 9° 18' 40" E, 50 feet to a
point which is the S. E. Corner of said lot; thence N 80° 33' 00" W,
150 feet along the south line of said lot to a point which is the S. W.
Corner of said lot; thence N 9° 18' 40" E, 50 feet along the east
R. O. W. Line of Pulaski Street to a point which is the N. W. Cor-

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS, THAT:
SECTION 1. The proposed Urban Renewal and Redevelopment Area,
as revised and as described above, is a slum, blighted, deteriorated or deteriorat-
ing area appropriate for an urban renewal and redevelopment project and that
the undertaking by the Housing Authority of the City of Little Rock of surveys
and plans for an urban renewal and redevelopment project of the character con-
templated by Section 110(c) of the Housing Act of 1949, as amended and supple-
mented, in the proposed Urban Renewal and Redevelopment Area as revised and
as described above, is hereby approved.
SECTION 2. The proposed revision in project boundaries does not involve
a contemplated increase in required planning funds or in the time required for
survey and planning of the project area, but does increase the project area in
order to facilitate the sound renewal and redevelopment of the project area.
SECTION 3. That it is cognizant of the conditions that are imposed in
the undertaking and carrying out of urban renewal and redevelopment projects
with Federal financial assistance under Title I, including the requirements of
said Title I respecting the workable program, and that it is the sense of this
body (a) that a feasible method for the relocation of families displaced from
the urban renewal and redevelopment area can be prepared, in conformity with
Title I of the United States Housing Act as amended by all amendatory acts, and
(b) that local grants-in-aid, consisting of donations of cash, land, demolition
or removal work, and the installation, construction or reconstruction of streets,
utilities, parks, playgrounds or other improvements or the provision of other
public buildings or facilities, necessary for carrying out in the Urban Renewal
and Redevelopment area the urban renewal and redevelopment objectives of
said Title I in accordance with the urban renewal and redevelopment plan, can
and will be provided in an amount which will not be less than one-third of the
net project cost and which, together with the Federal capital grant, will be
generally equal to the difference between gross project costs and the proceeds or
value of project land sold, leased or retained for use in accordance with the
urban renewal and redevelopment plan.
SECTION 4. The filing of an amended application by the Housing Authority
of the City of Little Rock for an extension of the project boundaries and an in-
crease in the project area is hereby approved.
