HomeMy WebLinkAbout2522 RESOLUTION NO. 2522 A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO ENTER INTO AND EXECUTE AN AGREEMENT WITH THE HOUSING AUTHORITY OF THE CITY OF LITTLE ROCK, ARKANSAS, FOR A TOPOGRAPHIC STUDY OF SAID CITY; AND FOR OTHER PURPOSES . BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Mayor and City Clerk are hereby authorized and directed to enter into and execute an Agreement with the Housing Authority of the City of Little Rock, Arkansas, for a topographic study of said City, which Agreement shall be in form and words as follows : A T n 1 ,Y1 T THIS AGREEMENT entered into as of the 2 ( day of March, 1`96U, by anu between thE, City of 'Little Rock, Arkansas (hereinafter called "City" ) and the Housing Authority of the City of Little heck, Arkansas (hereinafter called "Authority" ), Jitnesseth : WHEREAS, the Authority has entered into a Contract for Advance with the United States of America dated December 1, l 3, in connection with the Authority ' s Project ARK R-6 High Street, and has entered into a Contract for Advance with the United :;fates of America dated November 24, 1959, in connection with the Authority ' s Project ARK R-12 Central Little Rock; and WHEREAS, the two Project areas are contiguous to one another and contain common arterial, connecting and feeder streets and thoroughfares ; and WHEREAS, by virtue of said proximity, the Project areas and their boundaries present interrelated planning factors which require detailee analysis ; and WHEREAS, the City is in position to contract for the services of an aerial photographer, on the basis of the actual cost cf such services, for the preparat-on of aerial photographs of that portion of the City of Little Rock bounded generally by Part: Avenue on the s;es t and the Third Bridge Freeway on the East, and varying from five to eight blocks in width between Seventh and Fifteenth Streets ; and WHE EA:S, the area to be so photographed wil]. include large portions of the Authority ' s said High Street and Central Little Rock Urban Renewal Project areas under study pursuant to the provisions of said Contracts for Advance; and WHEREAS, the information so to be obtained is necessary in order to enable the Authority to economically and efficiently formulate the plans for said Projects ; and • - 2 - WHEREAS, the City has agreed to make sail aerial photo- graphs available to the Authority at the proportionate cost thereof based upon the number of blocl.s photographed within each of said Project areas in relation to the total number of blocks so photographed in the, City; NOW, THEREFORE, the parties hereto hereby agree as follows : 1 . The City shall promptly cause aerial photographs to be made of the above-described area in the City of Little Rock, Arkansas . 2 . The Authority shall reimburse the City for its actual cost of such aerial photography allocable to each Project area, based upon percentages arrived at by dividing the total number of blocks within the City so photographed into the number of blocks thereof embraced within each such Project area . 3. The City shall furnish the Authority one composite print of the entire area so photographed . 4. The total cost to the City of such work is estimated to be the sum of $7,5J0. 5. subject to the provisions of paragraph 2 hereof, the Authority agrees to pay the City a sum of not to exceed $3,000 for such work for account of the Central Area, Project ARK R-12, and a sum of not to exceed $2, 500 for account of the High Street Project, ARK R-6. 6. Nondiscrimination . There shall be no discrimi- nation against any employee who is employed in the work covered by this Agreement, or against any applicant for such employment, because of race, religion, color, or national origin. Compliance with Local Laws. The City shall comply with all applicable laws, ordinances, and codes of the State and local governments, and shall commit no trespass on any public or private property in performing any of the work embraced by this Agreement. 9. Interest of Members of Authority. No members of the governing body of the Authority, and no other officer, employee , or agent of the Authority who exercises any functions or responsibilities in connection with the carrying out of the Projects to which this Agreement pertains, shall have any personal interest, direct or indirect, in this Agreement . 10. Interest of Other Local Public Officials.
