3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A CONTRACT IN THE AMOUNT OF EIGHTY
6 THOUSAND, FIVE HUNDRED DOLLARS ($80,500.00), WITH
7 REMOTEC, INC., AS THE SOLE SOURCE PROVIDER FOR THE
8 PURCHASE OF EQUIPMENT TO BE USED IN CONNECTION WITH
9 THE BOMB RESPONSE ROBOTS CURRENTLY IN USE BY THE
10 LITTLE ROCK FIRE DEPARTMENT BOMB SQUAD AND
11 MANUFACTURED BY REMOTEC, INC.; AND FOR OTHER
12 PURPOSES.

14 WHEREAS, the Little Rock City Manager's Office/Emergency Management Division and Little
15 Rock Fire Department Bomb Squad are committed to improving bomb response and explosive device
16 disposal(EOD)throughout the City; and,
17 WHEREAS, in order to accomplish this goal, the City Manager's Office/Emergency Management
18 Division proposes the purchase of equipment to be utilized in conjunction with the bomb response robots
19 currently in use by the Little Rock Fire Department Bomb Squad; and,
20 WHEREAS, since September 11, 2001, the City has become eligible for several Emergency Service
21 Equipment Grants; and,
22 WHEREAS, Remotec, Inc., is the manufacturer of the bomb response robots currently in use by the
23 Little Rock Fire Department Bomb Squad and competitive bidding should be waived and the contract
24 awarded to Remotec, Inc., as the sole course provider for the purchase of one(1)robot puncture tool with
25 camera, one (1) digital hybrid radio controller assembly and one (1) Powerhawk cutting assembly in the
26 total amount of Eighty Thousand,Five Hundred Dollars($80,500.00);
27 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The Board of Directors hereby authorizes the City Manager to dispense with competitive
30 bidding and enter into a contract in the total amount of Eighty Thousand, Five Hundred Dollars
31 ($80,500.00), with Remotec, Inc., as the sole source provider, for the purchase of one (1) robot puncture
32 tool with camera, one (1) digital hybrid radio controller assembly and one (1) Powerhawk cutting
33 assembly to be utilized by the Little Rock Fire Department Bomb Squad.

1 Section 2. Funds for this purchase will be provided through the State Homeland Security Grant
2 Program with no fiscal impact on the City of Little Rock.
3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 ordinance.
8 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
9 any provision of this ordinance are hereby repealed to the extent of such conflict.
