RESOLUTION NO. 1766.
A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AN EASEMENT DEED O,T BEHALF OF THE CITY OF LITTLE
ROCK, ARKANSAS TO THE ARKANSAS LIVE STOCK SHOW ASSOCIATION
FOR THE USE OF CERTAIN PARCELS OF LAND NEAR THE ARKANSAS
LIVE STOCK SHOW GROUND FOR PARKING SITE TN CONNECTION WITH
THE HOLDING OF THE ARKANSAS LIVE STOCK SHOW; DECLARING AN
EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, Act 263 of the Acts of the General Assembly of
the State of Arkansas for the year 1947 provides for the construct-
ion of a permanent show ground for the use and benefit of the
Arkansas Live Stock Show Associatior; and
WHEREAS, the building, of such show ground is now in the
process of being constructed; and
WHEREAS, certain lands owned b:; the City of Little 1hoct
are needed for parking sites to accommodate the patrons of the said
show; and
WHEREAS, the City of Little Rock awns in fee the lands
lying. immediately north of Roosevelt Road between Rice and Dennison
Streets anu said lands being now little usedand which said portion
naturally lenas itself to the benefit and use of the Arkansas Live
Stock Show; and
WHEREAS, the construction of a permanent show grouna in
Little Rock would be of great benefit to the City of Little Rock
and to all the people of Arkansas ; and in recognition of which
the Council by resolution has authorized the Mayor and City Clerk
to execute a deed to the Arkansas Live Stock Show Association of
certain lots lying north of Roosevelt Road between Rice anu Dennison
Streets for the purpose a.nu in consideration of parkin sites for
the Arkansas Live Stock Show; and
':ii'ER AS, there is a need for the designation and develop-
ing of a definite area near the Arkansas Live Stock Show as parking
sites for use by the public in connection with the existing parking
facilities now afforded bty the show as well as additional facilities
contemplated;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARK. :
SECTION 1. That the Mayor and City Clerk be and they
are hereby authorized by the City of Little rock to execute an ease-

ment deed to the Arkansas Live Stock Sho Association for the use
of certain parcels to be conveyed for parking sites in consideration
of the construction of a permanent show ground and parking sites at
the expense of the State of Arkansas and in consideration of the
use of such parking sites by the people of Kittle Rock, and said par-
cels being as follows :
All of that part of the south half of lot 9 , and lots 10,
11, and 12 and 13, Block 30, Adams Addition to the City of
Little Mock not now being, used as a right of way for the
viaduct over the Missouri Pacific and the Chicago, Rock
Island and Pacific railways.
SECTION 2. It is ascertained and declared by the City
Council that the City of Little Rock lacks sufficient parking
facilities for its inhabitants who will from time to time see the
Arkansas Live Stock Show , and that the recreation and education that
they would derive from attending the Arkansas Live Stock Show would
be conducive to the peace and health of its inhabitants; that the
State of Arkansas is now constructing a large and modern show
ground on a tract of land lying immediately south of the land herc-
inbefor•e mentioned; that unless this resolution can become effective
immediately there will not be enough parking site adjacent to the
show grounds to accommodate the citizens of Little Rock as the
result of which the city and its inhabitants will be deprived of the
convenience of parking sites near the show ground .
It is , therefore , declared that an emergency exists,
that this resolution is necessary for the immediate preservation
of the public peace , health and safety, and that this resolution
shall take effect and be in force from and after its passage.
