WHEREAS, on August 12, 1946 , the City Council
of the City of Little Rock, Arkansas adopted a resolu-
tion authorizing and directing the Mayor and Board of
Water Works Commissioners to take all steps necessary,
incidental and convenient to acquire said Gas Distribu-
tion System; to employ auditors , attorneys, engineers,
and all others necessary for said purchase; to provide
for the sale of bonds , etc. , same being Resolution
Pao. 1713, and

lution the Mayor was duly authorized and directed to
call a special election for ratification or rejection
of the City Council ' s determination to acquire the Little
Rock Gas Distribution System by the Electors of the City
an db
WHEREAS, by Resolution No. 1718, adopted August
26, 1946, the City Council amended Section 2 of said
resolution numbered 1713 by expressly eliminating the
Mayor to act as agent in the employment of auditors,
attorneys , engineers, and others necessary for said pur-
chase and to provide for the sale of bonds , and,
WHEREAS, the City Council passed said resolutions
under the impression that said special election would be
called for October 8, 1946, and,
WHEREAS, said date has now passed without said
special election having been called and no new date indi-
cated, and
WHEREAS, since the adoption of said resolutions
the outspoken opinion of the citizens of Little Rock
appears to be overwhelmingly against the City' s acquisi-
tion of said gas distribution system, and
r
WHEREAS, the cost of holding said special elec-
tion would be a waste of a substantial sum of the
City' s revenues , and,
WHEREAS, the amount of funds available to the
city is low and good business administration requires
the careful use of tax funds at all times.
In view of the expressed public sentiment oppos-
ing the acquisition of said gas aistribution system, such
special election would certainly result in a rejection
of said acquisition and the cost of holding said special
election therefore would be an unnecessary waste to the
taxpayers of the city.
