RESOLUTION NO. 1686
Charles E. Moyer was born at Glenwood, Polk
County, Minnesota, April 18, 1880, and died at
Little Rock, Arkansas, May 29, 1945.
He came to Little Rock shortly after the turn
of the century as a clerk in the Post Office, and
on September 1, 1903, he was promoted to mail car-
rier which position he held for several years re-
signing to go with Plunkett-Jarrell Wholesale Gro-
cer Company of this city. He remained at Plunkett
Jarrell a good many years as a city salesman and
left Plunkett-Jarrell to take office as County Judge
on January 1, 1921, and held this office until Dec-
ember 31, 1924. He was then elected Mayor and then
in April, 1925, he took office as Mayor which he held
for two terms until April, 1929, after which time he
moved for a time to Batesville. He returned to Lit-
tle Rock and was a chief deputy sheriff and on Jan-
uary 1, 1937, he assumed office as Assessor of Pu-
laski County, being reelected in 1938, and retired
as Assessor, December 31, 1941. Having been again
elected Mayor of the city of Little Rock, in April,
1941, he took office, which he held until April, 1945.
Mr. Moyer was a man of the people, and his elec-
tion to several offices of public trust was due to
the confidence the people as a mass had in him to do
each of the jobs, honestly.

In holding the office of Mayor of the city of
Little Rock for four terms, it may be said that this
amounted to a record, as only one other man(Charles
E. Taylor) held the office of Mayor for four terms.
During Mr. Moyer's third term he retired the float-
ing debt of the city, and at the time of his retire-
ment as Mayor in April, 1945 there was a cash balance
in all accounts of the city of more than a quarter
of a million dollars in surplus.
This fact has brought favorable comment from
the newspapers, barkers, and businessmen.
Your committee would respectfully submit the
following resolutions:
WHEREAS, the city of Little Rock and Pulaski
County, and state of Arkansas has lost a valued
citizen, public servant, and friend, and,
V,TIIEREAS, his counsel will be sadly missed, and,
AREAS, his family has lost a loving brother,
his wife a devoted and upright husband, therefore,
PE IT RESOLVED by the city council of the city
of Little Rock that we express our deepest sympathy
to his family and to his widow, and,
BE IT FURTBTR RESOLVED that a copy of these re-
solutions be spread upon the records of this council's
as a permanent memorial of our regard for this faith-
ful servant, and,
BE IT RESOLVED THAT A COPY OF THESE RESOlutions
be duly signed by the Mayor of the city of Little
Rock, and attested to by the Clerk of the city . `
and presented to his widow. v
