HomeMy WebLinkAbout1680 RESOLUTION NO. 1680. RESOLUTION ENDORSING THE FLOOD-CONTROL PROGRAM PLANNED BY THE U. S. ENGINEERS AND AUTHORIZED BY CONGRESS FOR AND WITHIN THE SEVERAL RIVER . BASINS OF ARKANSAS; OPPOSING THE ESTABLISHMENT OF AN ARKANSAS VALLEY AUTHORITY AND REQUESTING THAT THE RIVER BASINS OF ARKANSAS BE DEVELOPED BY THE CORPS OF ENGINEERS, U. S. ARMY. WHEREAS, many of the cities and towns of Arkansas are located upon important rivers or their tributaries and other important cities and towns of the State rely, for their sustenance, on river valleys for the production of food and fiber, and in addition thereto, the valleys of the State constitute principal trade territories for the various cities and towns which serve them; and WHEREAS, the control of floodwaters of the streams of the Arkansas is a paramount necessity for the future growth and prosperity of LITTLE ROCK, ARKANSAS; and WHEREAS, in 1936 the Congress of the United States adopted the Nation- wide (Omnibus) Flood Control Act and therein declared that flood control is the responsibility of the Federal Government; and WHEREAS, the Flood Control Act of 19)44 further states that in the exercise of jurisdiction over the rivers of the Nation through the con- struction of works of improvement for navigation or flood control, it is hereby declared to be the policy of the Congress to recognize the interests and rights of the States in determining the development of the watersheds within their borders, * * * and that, in areas east of the 97th ?.`eridian, such works shall be performed by the War Department under the Chief of Engineers of the U. S. Army"; and WHEREAS, Congress has authorized to be appropriated 1207,179,ZO0.00 for construction of certain flood-control works located upon the Arkansas , - • River and tributaries, the White River and tributaries, and the Ouachita River and tributaries; and WHIEREAS, while a number of projects were completed and several others partially completed, that because of the war all flood-control activities of the Corps of Engineers were suspended for the duration. However, it is generally known that the Engineers have completed investigations, studies, actual designs, and blueprints for early initiation of construction of • several dams, levees, and sea walls following the cessation of hostilities and the availability of funds; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: That we are in full accord with the declarations of Congress and that we favor over any other agency, authority, or bureau the Corps of Engineers, U. S. Army, as the proper qualified organization to develop, design, con- struct, and operate all flood-control projects and flood-control protection works upon the rivers of Arkansas.
