WHEREAS, The City of Little Rock, by virtue of many
circumstances, has had a most unusual year of expenses ; and
WH REAS, a special Finance Committee, Budget Committee,
and the regular Finance Committee have worked unceasinjly for
the past several months both to curtail expenditures and secure
additional income; and
WHEREAS, these Committees have accomplished most un-
usual results , but even after such efforts and accomplishments
must have additional income or face legal requirements of discon-
tinuing all City operations including Fire and Police Protections,
NOW, THEREFORE, EE IT RESOLVED that the City Council,
individually and collectively, together with. the Mayor of the
City of Little Rock, requests of the Little Rock Municipal Water
'!'forks Commission the additional assistance needed to foredo such
dire and disastrous consequences as would follow the discontinu-
ance of municipal activities .
We fully recognize that the policy of our Municipal
Water Plant in attempting to meet the routine financial emergen-
cies of the City as they arise is not good business , and this
assistance is in no way assumed by the Council to be a precedent,
but in turn, we would appreciate both the Water ':forks Commission-
ers and any other parties affected by any action of the Water
Commission recognizing that in some degree the crisis now exist-
ing was caused by time, attention, and money being used in unusual
City projects such as , the acquisition and building of our Water
Plant and other Municipal Improvements .
The PURPOSE of this RESOLUTION is that the Water Commis-
sion and public may know that this is deemed by us to be a co-
operative matter for the protection of public welfare and that
the Water Commission may further know that the Council is unani-
mous in its approval of this cooperation and assistance at this
time.
