judge, -unless same shall have been modified or reversed by

ploying or permitting such chauffeur or automobile driver to
operate an automobile upon the streets of Little -Rock, shall
be guilty of a misaemeajor and shall be fined in any suai not
less than twenty-five nor more than one hundred dollars.
