Whereas, there have been presented to this council warrants of the City of Little Rock numbered 30447, 30448, 30454 to 30474, in- clusive, 30480 to 30489, inclusive, 30535 to 30557, inclusive, 30561 to 30574, inclusive, 30610 to 30619, inclusive, 30621 to 30629, inclusive, 30635 to 30644, inclusive, 30669 to 30679, inclusive, 30683 to 30722, inclusive, 30773 to 30797, inclusive, 30955 to 30959, inclusive, 30964 to 30966, inclusive, 30984, 30985, 31002 to 31013, inclusive, and 31470, all drawn upon July 9, 1919, in favor of Speer & Dow, Little Rock, Ark- emsas, each warrant being for the sum of One Thousand Dollars ($1000.00) and all of said warrants maturing July 9, 1920; and, Whereas, the holders of said warrants have requested their reissue to R. G. Helbron, of Little Rock, Arkansas, but payable to bearer; and, Whereas, this council has carefully investigated the validi- ty end the amount of the indebtedness for which each of said warrants was issued; and, - ;hereas, this council has ascertained that the said war- rants are the legal and binding obligations of the City of Little Rock; THI,]REF ORE, It is hereby ascertained and declared that said warrants are valid and existing; obligations of said cite, and therefore: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK: Section 1. That said warrants, hereinbefore described, w. �7 bl `' 1� page- D'i shall be filed with the City Clerk foration and kept in his file, and Little ock, by its Mayor and City City Council, issue to the said R. Little Rock to the amount of �198,� and by hirr: °Mainly canceled by per - that in lieu thereof the City of Clerk, as President and Clerk of the G. Helbron warrants of the City of D00.00 in renewal thereof. Said war- rants shall be made payable to the 'bearer at the Union Trust Company, in the City of Chicago, Illinois, on the 9th day of July, 1921, and they shell have all the attributes of negotiable paper and shall be in the denomination of One Thousand Dollars (�1,000.00) each. NO . Section 2. Said warrants shall be in the following form: STATE OF LRK.Z4SAS CITY CF LITTLE ROCK 91000.00 On the 9th day of July, 1921, the treasurer of the City of Little Rock, in the State of Lrkansas, will pay to bearer, at the Union Trust Company in the City of Chicago, the sum of One 'Thousand Dollars, in lawful money of the United L:tates, out of any money in his hands belonging to the general fund. This warrant is issued to fund another warrant of said city which has been presented to the City Council of the said City of Little Rock by the holder thereof, and reissue-nee thereof requested in pursu- ance of the provisions of Act No. 383 of the General Assembly of the State of Arkansas for the year 1917, entitled "An act authorizing cities in Arkansas having a population of 40,000 or over, to refund their city warrants ", the said warrant in lieu of which this warrant is issued hav- ing been carefully investigated by the City Council of the said city, and it having ascertained and declared the validity and amount of the in- debtedness due upon the warrant in lieu of which this warrant is is- sued, and the warrant in lieu of which this warrant is issued has been filed with the City Clerk and by him plainly canceled by perforation and kept in his files; and it is hereby recited and covenanted with the holder of this warrant that this warrant has been duly issued in ac- cordance with the act aforesaid, and that all thins required to be done by the terms of said act have been done as therein required, and that the ordinance ordering; the issue of this warrant has the force and effect of a judgment, establishing the validity of the claim for which this warrant is issued, and that this warrant evidences a valid indebtedness of the City of Kittle Rock for the amount thereof, and that it is not open to question at law or in equity; and to the pay - went of this warrant the full faith, credit and resources of said city are irrevocably pledged. IN rVITNESS r#HKEOi , The City of little Rock has executed this warrant under the hand of its Mayor and caused the same to be at- tested by its corporate seal and the signature of its Clerk, on this 9th day of July, 1920.
