;rh.erea.s , There have been presented to this council Yrar-
rants of tr_e City of Little Rock, as follows:
aTarra.nts numbered 33537 to 33541, inclusive, all of said
warrants drawn upon Ju117 9, 1920, in favor of 3. G. Helbron, of
Little Rock, Arkansas, eacl-: v:arrant being for the sum of Cne
Thousand Dollars (61000.00) , and all of sail warrants maturing
July 9, 1921: and,
:,dlereas, the holders o.f said warrants have requested
their reissue to R. G. Helbron, of Little Hock, Ari. ansas , but
payable to bearer; and.,

li9ity and. the Fir:ount oz the indebtedness for which each of said-
warrants was issued; and,
7,hereas, this council has ascertained that the said war-
rants are the legal and binding obligations of the City of Little
mock;
Now, Therefore, It is hereby ascertained and declare,-1
that said warrants are valid and existing obligations of said.

Section 1. That said warrants,,hereitlbefore described,
shall be filed with the city clerk and by him plainly canceled
by perforation and kept in his file, and thvit in lieu thereo" trn

renewal thereof. Said warrants shall be made payable to the
bearer at the Union Trust Company, in the City of Chicago, Illi-
nois, ,.larch 25, 1922, and they shall have 11 the attributes of
negotiable paper, and. they shall be in the denomination of One
Thousand :dollars U"1000-00) each.
Section 2. Said warrants shall- be in the following form:

On the 25th day of P.iarch, 1922, the treasurer of the City
of Tittle mock, in the State of Arkansas, will pay to bearer, at
the Union Trust Comp&ny, in the City of Chicago , Illinois, the
sun: of One Thousand T)ollars in lawful money of the United States,
out of €iny i,oney in his hends belonLing to the general fund.

This warrant is issued to fund another warrant of said-
city which has been presented to the city council of the said
City of Litt"! e Rock_ by the holder thereof , and reissuFnce thereof
requested in pursuance of the provisions of Act D'o. 383 of the
General '�ssen bly of the State of ` rh< nsas for the year 1917 , en-
titled "An act authorizing cities in Arkansas having a population
of 40 ,000 or over, to refund their city ;,arrant s , " the said w a.r-
r,.nt iri lieu of which this warrant is issued having been careful-
ly investigated by the city council of said city, and it having
ascertained and declared the validity and. ar:ount of the indebted-
ness due upon the warrant in Lieu of which ti.is warrant is is-
sued, and the warrant in lidu of which this warrant is issued. has
been filed with the city clerk and by him plainly canceled by
perforation and kept in his files; and it is hereby recited and
covenanted with the holder of this warrant that this warrant has
beer, duly issued in accordance with the act aforesaid, a.nd_ that

been done as therein required and that the ordinance ordering the
issue of this warrant has the force and effect of a judgment,
establishing the validity of the claim for which tkis warrant is
issued, and that this warrant evi:?_ences a valid indebtedness of
the City of little Rock for the amount thereof, and that it is not
open to question at law or in equity, and to the payment of this
warrant the full faith., credit and resources of said. city are
irrevocable- pledged..
In 7itness Thereof, the City of little Rock has exe-
cuted this warrant under the hand of its mayor and caused the serve
to be attested by its corporate seal and the signature of its
clerk on this 4th day of July, 101.
