BE Ii A.DAINED BY THE CITY COUIICIL OF THE CITY OF LITTLE ROCL. i SECTION 1. There is hereby created a board of Censors o be composed of not less than n1ne residents of the City, not therwise connected with the City ndminstration, to be appointdd by the Mayor, subject to the approval of the City Council, but �f the I;Iayor finds it necess<�.ry to add any more memoers to the board it shall be in his discretion to do so. SECTION 2. In the event that any member of the Board pannot for any reason serve at any time, the - 11ayor shall have ower to appoint a substitute for such member.to serve in lieu f such member, provdded, such substitute shall not be appointed or a period longer than one month. SECTION 3. The Board of Censors shall observe or investi- ate exhibitions offered to the public in the various motion icture, vaudeville and other theatres, plu.y houses or houses of xhibition, or circuses or carnivals or street shows, and shall ensor such exhibitions, which in the opinion of the Board of ensors require investigation or observation, and shall cause to 6 eliminated, as hereinafter provided, from such exhibitions any part or farts of such performance as may be objectionable to the Board of Censors' estimate of the public sense of morals, decency 4nd propriety; and shall condemn, in particular, the following: Scenes which exhibit nakedness and persons scantily clad, provided, this does not prohibit legs that are bare below the knees and two inches above the knees, nor bare arms or shoulders, but does prohibit the display of the bare body or any portion thereof in any way what so ever. The -:5oard of tensors shall also cerso-r dvertising, on bill boards, in front of buildings where pictures • f exhibitions are to be shown or giving or in other places in his City. It shall provide in its rules and regulations its • equirements as to all advertising. SECTION 5. The Board shall also have power to scrutinize ictures shown to the public whether or not for sale, and to order removal from such public exhibition any picture objectionable to he Board of Censors on account of the questionable qualities of uch picture as relates to public decency, morals and propriety. SECTION 6. The Board of Censors shall have the power to dopt such rules and regulations as will be necessary to assist t in carrying out efficiently the duties assigned in this ordinance. w' } ECT 79 The Chief of Police, with.the approval of the bla;yor, , sh 1 place at the service of the bard of Censors an officer who h-c"ll serve as Secretary of the ::oard and shall keep a record o its meetings in a book provided for that purpose. The members of the ioard shawl receive no ompenaation �or their service and. shall be provided with free r compliments :ry passes to any theatre, play house, house of xhibition, or circus of carnival or street show, the said passes o be used only 4in the performance of their duties as here in statdcl 6ECTION 9. It shall be unlawful for any person, firm, br corporation operating, manging, controlling or owning any otion picture , vaudeville of other theatre, or play house, or ouse of exhibition, or circus of c,. rnitral or other street show, o exhibit or attempt to exhibit any motion picture fill, or arts thereof, vaudeville or other per Jgrms.nces , which bias been ensored and disapproved by the /Boar sors, and it shall be unlawful for any person to act, p Lor permit any performance r any Dart thereof, which has bee ed and_.disappreved by he Cehsor Board. Every person, irm or corporation, as defined in this section, shall co-:Iply with the rules and regulations of the Board of Censors, authorized in Secti6n 6, of this ordinance. Whenever any person, firm or corporation exhibits, or attempts to wxhibit, any picture film or parts of picture film or vaudeville r other performance which has been censored and disapproved by the oard of Censors, the Board of Censors shall notif T the Mayor oftYhe ity of Little Roca, and it shall be the duty of the Hoard composed T,1, _r of the ���_ ,; or, City r ttorney and Chairman the police Comr i:ptee 't the Council to immediately view said aicture film, vaudeville or performance, or parts thereof, and shall accordingly instruct and order the chief of Police to supprFIf s and prevent the continuance f said picture film, vaudeville o performance, or parts thereof, r permit the continuance of same. in the judgment of a majority f said Board, it shall be necessL:ry to the public welfare, the Chief f Police shall by the Mayor be ordered -o close any theatre, build- ing or place where any vaudeville, picture film or 'performance of an improper nature is displayed. Every time any picture fil::;, or parts of .:icture film vaudeville or other performance or p&:rts thereof, shall be exhibited, after the same shall h5 :ve been viewed and disapproved by the ?Mayor, shall be considered a separtte offense, constitute a misdemeanor and shall be punished by a fine of not less than ,�b0.00 nor more than 4200.00.
