owning property adjoining the locality to be €,. *fected and

Little Rock, Arkansas, orF,a.nized for the purpose of making
local im rovements therein by building a sewer system therein
and makinP7 proper connection of the same into Riffel's sewer,
have petitioned the City Council of the City of Little Rock,
Arkansas, for the construction of said improvements and that
the cost thereof shall be assessed upon the real property of
said district according to the benefits received; and
WEREAS, said benefits received. by each and every
black, lot and parcel of re-.:l property situated in said district
equals or exceeds the local assessment thereon; and
