AN ORDINANCE ESTABLISHING SY'RhET IMPROVEMENT DISTRICT NMBER 515 . .0 WHEREAS, Parties claiming to be the owners of a majority in assessed value of the property located within the territory hereinafter described, have filed a petition praying that an improvement district be established for the purpose hereafter set out. 4HEREAS, After due notice as required by law, the City Council of the City of Little Rock, Arkansas, has heard all parties desiring to be heard and has ascertained that said petition was signed by a majority of more than seventy -five percent (75 %) in assessed value of the owners of real property within said territory; NOW, THEREFIIRE, BE IT ORDAINED by the City Council cf the City of Little Rock, Arkansas; SECTION I: There is hereby established an improvement district embracing the following property situated in the City of Little Rock, Pulaski County, Arkansas, to -wit: Beginning at the Southwest Corner of the NE4 NEI Section 36, T. 2 N.; R. 13 W.; Thence North along the Nest Line of Lots 92, 59, 58, 57, 56, 55, 54, 53, and 52 of Normandy, an adc:ition to the City of Little Rock, Arkansas, to the Northwest corner of said Lot 52, which is a point on the South Line of "Q" Street; Thence East on the South Line of "Q" Street to the North- east corner of Lot 64 of Normandy; Thence North to the 6outhwest corner of Lot 23 of Normandy; Thence North along the il.,est Line of Lot 23 of Normandy to the Northwest Corner of said Lot 23; Thence in a Northwesterly direction to the Southwest corner of Lot 12, Block 1, Forest ?ark Addition; Thence North along the West Line of Lots 12 to 22, inclusive, Block 1, Forest }park Addition, to the Northwest corner of said Lot 22, which is a point on the South Line of Prospect Avenue; Thence East along the South. Line of Prospect Avenue to the Northeast corner of Lot 4, Block 1, Springdale Addition; Thence South along the East Line of said Lot 4 to the Southeast corner thereof; Thence South to the Northeast corner of Lot 14 of Normandy; Thence South along the East Line of Lots 14, 12, and 10 of Normandy to the ooutheast corner of said Lot 10; Thence .youth to the North- east corner of Lot 4, Block 6, opringdale Addition; Thence oouth along the East Line of said Lot 4 to the Southeast Corner there- of; Thence South to the Northwest Corner of Lot 3 of Normandy; Thence East along the North Line of Lots 3, 2 and 1 of Normandy to the Northeast Corner of said Lot 1, which is a point on the - 1 - sm H. J. w , dr low r West Line of Hays Street or Forest Park Avenue; Thence South a- long the Nest Line of hays Street or Forest Park avenue to the Southeast Corner of Lot 127 of Normandy; Thence West along the South Line of said Lot 127 to the Southwest Corner thereof; Thence in a Southwesterly direction to the Northeast Corner of Lot 114 of Normandy; Thence in a Southwesterly direction along the East or Southeast Line of Lots 114, 113, 112, 111 and 110 of Normandy to the most southern corner of said Lot 110; Thence Nest along the South Line of Lots 109, 108, 107, 106, 105, and 103 of Normandy and said south Line projected guest to a point of beginning. Said boundary to include Lots A to L, inclusive, of Normandy; Lots 1 to 23, inclusive, of Normandy; Lots 38 to 103, inclusive, of Normandy; Lots105 to 127, inclusive of Normandy; Lots 12 to 22, Block 1, Forest Park Addition, Lots 4, 5, and 6, Block 1, Springdale Addition; Lot 4, Block 6, Springdale Addition; Parks and elaygrounds Nos. 1, 2 and 3 of Normandy, and Public Park lying North of Lots 6 and 9 of Normandy and East of Lots 45 to 51, inclusive, of Normandy, and 'Blest of Lots 14, 12, 10, 8 and 7 of Normandy: a for the purpose of clearing, grading, curbing, guttering, terracing and paving in such manner and with such materials which the Commissioners of said Improve- ment District may deem for the best interests of the said Improvement District, the following streets situated within the above described territories and boundaries, to -wit: ARTHUR STREET, from its intersection with ,rospect Avenue to its inter- section with "Q" Street, and from its intersection with Normandy Road to the South boundary line of Normandy, an addition to the city of Little Rock, Arkansas; GARFIELD STREET, from its intersection with Prospect Avenue to its inter- section with "Q" Street, and including the East side thereof and the UVest side thereof; NORMANDY ROAD, from its intersection with "Q" Street to the West boundary line of Normandy, an addition to the City of Little Rock, Arkansas; CLEVELAND S'T'REET, from its intersection with "Q" Street to its intersee- tion with Normandy Road. Said district shall be known as Street Improvement District Number 515 , and K. h. N. Cole, J. M. Robinson, and H. B. Robbins are hereby named Commission- ers, who shall compose the Board. of Improvement for said district. SECTION II. after its passage.
