LyTING THE USE OF THE LITTLE ROCK AIR PORT: ESTABLIS:IING FENS
THEREFOR AND PROVIDING A A EHALTY FOR THE VIOLATION THEREOF:
^SEATING THE OFFICE OF AIR PORT MANAGER AND DESCRIBING THE
SALARY AND DUTIES THEREOF: AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUICIL OF THE CITY OF LITTLE ROCK:

Section 1. That on and after the lst r.'�uy of September,
1930, only aircraft and airmen licensed by the Secretary of
Commerce of the United States, shall be permitted to operate
over or within the jurisdiction of the City of Little Rock,
Provided, however, that this restriction shall not apply to
public aircraft of the Federal Government, or of a State,
Territory, or possession, or of a political subdivision there-
of, or to aircraft licensed by a foreign country with which
the United States has a reci rocal agreement co ve-rinC the

in the jurisdiction of said City of Little Rock in violation
of the air traffic rules which have been or may hereafter be
established by said Secretary of Commerce of the United States.

within the jurisdiction of said City of Little Rock except
such airports or landing_ fields as meet at least the require-

,erection 4. The position of.airport manager of the
Little Roct �uniciPal ,`airport is hereby created. The sum of

adopted by this ordinance. The airport manager shall be
appointed by the ':` ,'Tor, subject to the approval of the ity
Council.
Section 5. FIELD RULES . For the promotion of efficiency
and safety in the conduct land use of the Little Rock iIuni-
cipal tlirport, the following uniform field rules for airports,
as -recommended by the secretary of Commerce of the United
States are hereby adopted and mnade a part of this ordinance:
Part I. General Rules. a. Only aircraft and airmen
licensed by the Secretary of Commerce of the United States
shall operate on or over the airport: provided, ho,,-.,ever, that
this restriction shall not apply to public aircraft of the
Federal Government, or of a State, Territory, or possession
or of a political subdivision thereof, or to aircraft licensed
by a foreign country with which the United States has a re-
ciprocal agreement covering the operation of such licensed aircraft.
b. No person shall navigate any aircraft over, �
land upon, or fl' the same from, or service, maintain, or re-
pair any .ircr•aft on the airport, or conduct- any aircraft
operations on or from the airport otherwise than in conformity
ith the recuiremenfi,s of the air commerce regulations estab-
lished by the Secretary of Commerce under the authority of the
air commerce act of 19236.
c. The air traffic rules as established by
the Secretary of Commerce under the authority of said. air
com..ierce act of 19 -26 are hereby adopted by reference and made
a part of this ordinance.
d. 'o persons shall use the airport as a base
or terr:inal for the carrying on of commiercial - viation, or the
carrying of passengers, freight, exitress, or .ail, or for
student flying, communications, or other commercial or private

prescribed for such privileges, the use of the airport, its
facilities and for services rendered.

e. No person shall engage in the sale of
refreshments or of any other commodity or .service Within the
confines of the air; - }ort -t!ithout previously having; secured a
;ermit from the ,"airport : "anager and h:.ving paid or made
satisfactory arrange gents to pay such fees or other sums of
monev as the said Air-rt onager may determine for such
privilege.
f. The names, addresses, telez ,hone numbers,
and nwture of business or occupation of all persons stationed
or em ployed upon the aircort or receivin -; instruction thereon
or operating therefrom shall be registered at the administration
office of the airport.
g. The airport manager shall at all times
have authoritT to take such action as may be necessary in the
handling, conduct and management of the public in attendance
at the airport.
h. The airport shall be open to render
service. If additional service is required, the administration
office shall be duly notified.
i. Lighting of the airport for night flying
shall be done in accordance wit i the requirer:ents of the United
Mates De -rtment of Commerce for a Class L. -rating on rii ht-
liGhting equipment. If additional ni -ht liF-htinr or service
is desired, the administration office shall be duly notified.
j. 11 visiting pilots lending on the ai r-
port shall report immediately to the administration office to
register the following information:
(1) License number, make and morel of :lane.
(2) Oviner of plant.
(�) Pilot of plan and his license number.
(4) Time of arrival
(5) Number of crew.
(6) Tumber of pas engers.
(7) Pilot's _i_ocal address and telephone
number.
(8) Such other information as may be re-
quired for record purposes.
k. I:amediately prior to his departure each
visitinv, pilot shall report to the administration office and
check out.

1. Payment of storage, repairs, sup1)lies,
and other services rendered bar the airport small be made be-
fore clearance will be grunted unless other satisfactory
arrangea�:ents have been made.
m, All repairs to aircraft and engines
shall be made in the spaces designate,'_ for this purpose and not
on the area reserved for landin_; and taking -off.
r_. The aircraft o . -rner, his pilot, or agent,
shall be responsible for the prompt disposal of wrecked aircraft
and the arts thereof to avoid all interference crith field
operations, unless directed to delayr such action pending inves-
tigation of the accident.
o. 'a'Jitnesses of and participants in acci-
dents on or near the airport shall be requested to report to
the administration office as soon after accidents as possible,
leavinn their na11es and addresses and rendering such reports as
may be required.
1}. Each major hangar and shop building
small be provided with a first -aid kit containing at least 12
-S sorted bandages, 12 sterile drL�ssings, 2 tourniquets, a supply
of first -aid dressings for burns, adhesive tape, a supply of
either tincture of iodine or 'mercurochrome, aromatic spirits
of ammonia, and either a -1 -ss,cup or a su-° -,l.y of paper cullse

Part II. Flyino, Land ing, _Takinboff and Taxiing .
a. The direction of aerial tr, -ffic around
the outside of the airport :shall be counterclock; ise, All air-

craft flying within 5,000 feet horizontally of the nearest point
of the landing, area shall conform to this circuit rule unless
flying at a heiL;ht in excUss of 2,000 feet.
b. .11 aircraft approachinL the airport
shall fall in the line of traffic and skirt the field until a
point has been reached :,,here a landing can be made (as nearly
as surface conditions will permit" and if ,era cticable with a
straight Aide berinni.ng at least 1,000 feet from the leeward
edge of the landint area. Contact .-with the ground shall be
effected as near the leeward edge of the landing area as practicable.
c. Pilots shall circle the field not less
than 100o before landing. Before landin- .L-_t night pilots shall
circle the field not less than 270o.
d. The l ndinL; airplane has the ri -ht of
, -a-r over airplanes moving on the Uround or taking off and shall
land so that any such air.-Plane is at least 300 feet away in a
lateral direction, but this shall not excuse the ,pilots of either
or both such aircr�.ft from the exercise of due care and diligence.
e. So far as practicable, any airplane
landinz shall keep on its left any airplane -already landed or
ready to take off.
f. If two airplanes are ready to land at
about the satire time, the one flying at the higher altitude shall
maneuver to avoid the other, but this shall not excuse the pilots
of either or both such aircraft from the exercise of due care
and dilir-ence.
g. Airplanes shall land and. take off at
a safe distance from han -a-rs and other buildins, obstacles,

areas reserved for syJectators, and y ri'ing spaces for automobiles.
h. _'_irllanes shall not take off over
han -ars, buildin s, obstructions, autolobile parking --_reas,
or groups of spectators unless strictly unavoidable.

i. When there is no wind or wind of
less than 5 miles per hour, airplanes shall land and take off
in north and south direction.
j. So far as practicable, any airplane
takin_; off shall not turn at less than 1,000 feet horizontally
beyond the nearest edge of the landing area, and if a turn is
made it shall be to the left. This rule shall apply to a hori-
zontal distance of 3,00.: feet beyond the nearest edge of the
landing area unless the :lane is flaring at a height in excess
of 2,000 feet.
k. Except in the case of scheduled
operators, the airport ma_na er shall have authority to suspend
flying operations on or from the airport when, in his opinion,
the condition of the landing area and /or local meterorological
conditions might make such operations unsafe.
1. Upon landing on the airport a ;pilot
shall assure himself that there is no dancer of collision witl:
other aircraft taking -off, landing, or taxiing before and while
taxiing to the line or other part of the airport. All aircraft
shall be taxied at a slob and reasonable speed, particularly in
the vicinity of hangars and other buildings, and shall be brought
to a full stop when in the vicinity of landing airplanes. '.:hen

Part III. Running- E� ngines. a. Blocks, equipped
with ropes or other suitable means of bulling there, shall
always be placed in front of the wheels before starting the
engine, or engines, unless airplane is provided with thoroughly
adequate brakes.

cockpit attending the controls.

observe extreme caution when in the vicinity of turning pro-
pellers and shall make it their duty to warn u_Zinitiated persons
of the danger of bein- struck.
h. `;,hen engines are not runnint„ the
propellers of all aircraft on the airport shall be left in a

orizontal position. (This refers to 2 -blade propellers only).
Part IV. Instruction Flying o.nd the Test Flight.
a. 11 unhoused aircraft shall be
parked in the space designated for this jurpose and shall be
firmly secured to the ground by ropes and stakes, or other ise,
when left unattended or Burin weather conditions which indicate
the necessity thereof. Owners of such aircraft shall be held
respIonsible for :iny damages resulting; from failure properly
to comely witi. this rule.
b. The plane line shall be designated
by the airport manager.
c. A dead line shell also be designated
by the airport manager, and no person,. excepting a pilot or
mechanic attached to the airport or employed by the owner of a
_,lane or an operator on said airport or an owner of such a plane
or such any operator, or duly authorized officers or officials
charged with the duty of enforcing local, State, or Federal
laws or -regulations, shall cross the dead line or enter upon the
flying field unless he is to participate in a flight. If such
a person is to participate in a flight he shall not cross the
dead line until the plane in which he is to fly has come to a
full stop, and the pilot thereof has si"naled that he is ready.
Such person shall, upon alighting from the plane, leave the land -
inG area by the shortest possible route.
d. The dead line will be indicated
by suitable markers and may be ch_nged from time to time as
conditions require.
e. Parking spaces and drives are pro-
vided, and automobiles and other vehicles shall stay within these
limits, with the exception of vehicles regularly em;.loyed in
the service of the airport.
Part V. Fire Regul.ti ons. a. All persons using
in any g=ray the airport area or the facilities of the airport
shall exercise the utmost care to guard against fire and injury
to persons or property.
b. To person shall smoke in any hangar
or any room or building; on the airport, except in offices, wait-
ing rooms, or buildings in Which smoking is specifically authorized.
c. No airplane shall be fueled or drained
while the engine is running, or while in hangar or other inclosed
space. Fueling shall be through a metal line hose with continu-
ous metallic contact established between the discharge no zle,
metal lining of hose, and main fuel tank or ground lines, and,
in the case of fuel trucks, between main fuel tank or fuel
lines and the ground. Metallic contact shall be established be-
tween the discharge nozzle and the airplane fuel tank before

to connect the discharge nozzle witi the funnel.

to steam:, hot ,rater, hot air, or ��pproved electric heaters.
e. ''he cleaning of motors, j��arts or
other _arts of the airplane small preferably be .,ith nonin-
flar2mable liquids. If volatile flaiama.ble liquids are e:.,:,loyed
for this urpose, cleaning operations shall be carried on in the
open air or in a se_ -arate room located in the repair -shop section
and separated therefrom by fire- resistive partitions and comply-
ing with the requirements of the 41J.-- tional Board of Fire Underwriters.
f. zel_,airs on storage floors of hangars
shall be limited to inspections and repl:-cement of p.rts and re-
pairs incident thereto, provided such repairs do not involve
appli<._nces usin" open fl�ar_,es or highly heated ..�.rts other than
electric sol'e-ring irons.

detached, incombustible building; which may also include the
paint shop. .4here ,a separate buildin is not feasible, the pro-
cess may be carried on in a room located in the repair -shop
section of the hangar. Such buildinZ or room shall be constructed
in accordance with the requirements of the :'National Board of Fire
Under,rriters and shill be protected v,ith either a system of auto-
matic s rinklers or a system employing a fire- retardant chemical,
or gas, Vrhich system shall meet the requirements of said board.
h. ,o automobiles, motor trucks, or
tractors shall enter hangars except in connection with operations
on the airport, _nd hangar entrances shall be kept clear at all
times.
i. Floors shall be kept clean and free
From oil. The use of volatile flammable solvents for cleanin
floors is prohibited.

10. j. Drip pans shall be ,laced under
motors and kept clean at all times.
k. Suitable metal receptacles witli
self - closing covers shall be provided for the storage of
oily waste, rats, and other rubbish. The contents of these
receptables shall be removed daily.
1. all empty oil, paint, and varnish
cans, bottles, or other containers shall be immediately re-
moved from the premises and not allowed to remain on floor or
wall stringers.
m. All clothes lockers shall be con-
structed of metal or other suitable ire- resistive material.
n. Yo boxes, crates, rubbish, paper,
or litter of any kind shall be permitted to be stored in or
about hangars.
o. Gasoline, kerosene, ethyl, ether,
or other flammable liquids, including those used in connection
with the process of "doping" shell not be stored in hangars.
The storage of such liquids shall be in compliance with the
regulations of the national Board of -Fire Underwriters for the
Construction and Installation of Containers, for Flammable
Liquids. Lubricating oils may be kept within hangars when
stored in containers and provided with drag -off devices, both
approved for this purpose by said Board.
p. No cylinders or flasks of compressed
flammable gases shall be stored in hangars.

cordance with the requirements of the National Board of Fire
Underwriters.

Part VI. Enforcement. Any Person operating or
handling any aircraft in violation of these rules, or refusing
to comply therewith, may be promptly removed"or ejected from
the airport by or under the authorit=y of the < ?ir ,ort P anager,
and upon order of the said :?irport ?","_nager, may be I'eprived
of the further use of the airport and its facilities for such
length of time as may be rec}uired to insure the safeguarding of
the same an +! the public and its interests therein. The remedy
herein set forth is in addition to the.penalty provided for the
violation of this ordinance.

and rates for service rendered at the Little ]Rock Iunicipal
Airport and for use of the said terminal of the _airport of Little
Rock, Arkansas and its facilities are hereby adopted:

Part II. Unless otherwise specified, all
the rotes ,prescribed in the foregoing schedule are per plane.
Daily rates are per clay or fraction thereof. Monthly rates are
per month or fraction thereof, except that storage charges may
be assessed for the last half of a month at one-half of the
monthly rates.
Part III. Storage, commercial and rental
charges must be paid in advancev Pechanicism and other services
must be :aid for upon completion of the ,cork. n11 fees for
planes in transit must be paid in cash.
T rt IV. . it transport companies who may
operate passenger or other air lines on re ular schedule be-
tween the City of Little Rock and other cities shall be subject
to the foregoing rates and charges, provided the Airport Manager
may enter into special agreements with any such company for
the use of the airport and its facilities.
Part V. Whenever, in any specific instance,
it may be deemed proper or e yedient, the Airport Kanager by
writing, may authorize a temporary deviation from the rates,
charges or tolls herein provided for.
Part VI. In addition to the right to bring
action in any court of competent jurisdiction, as provided by
lair, for the collection of any rates, tolls or charges provided
for herein, the City of Lithe Rock shall have and exercise u
lien to enforce payment for all charges, fees and tolls for
storage, rental, commercial privileges and other services rendered
On, for or on account of any aircraft or Ot_ar property landing
upon or stationed at or upon the said airport. Such lien shall
be of the character anQ enforced in the manner provided by the
laws of the State of Arkansas. No person shall remove any air-
craft or other property held under any such lien unless - written
authority be given therefor to such person by the Manager of
the Airport.
14.
Section 7. tuzy person violating any of the provisions
of this ordinance shall be deemed ;uilty of a misdemeanor, and
ulon conviction thereof shall be punishable by a fine of not
more than five hundred dollars (TT500.00) or by imprisonment in
the city prison for a. period of not more than Six (6) months,
or by both such fine and imprisonment. ll the remedies herein
provided for shall be cumulative.
Section S. This ordinance shall be in force and take
effect from and «f ter the d-ae of its .ssae.
