A11 ORDIIIA14CE PROVIDIING FOR THE BETTER REGULATION OF BARBER ~HOPS: FOR THE PROTECTION OF THE PUBLIC HEALTH BY THE EXAYIN TION OF ALL PERS`:iNS ENGAGED IN THE BUSINESS OF BARBER AND FOR OTHER PURPOSES. WHEREAS the business of a Barber is one which requires the use, by the Barber of the hands and instruments upon the face, herd and neck of their patrons, and t'HEREAS infectious and contagious'diseases may be communi- cated by a Berber throu8h these methods from one person to another, unless proper sanitary regulations are observed, and ':`r=-?E_ EA3 the health authorities of the City of Little Rock recommend that ever; precaution possible be taken to prevent the spread of such contagious and infectious diseases in the City of Little Rock, therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK: Section 1. As used in this ordinance the word "Barber" shall include every person who shaves or trims the beard, cuts or sham- pones the hair or massages the face of any person for pay. A Barber Shop is any glace -here the work or business of the Barber is done - for pay. Section 2. The City HealtA Officer is hereby authorized and enpowered to inspect all Barber Shops within the City of Little Rock and to enforce the rules and regulations hereinafter pro - vided. All Barber Shops shall be open for inspection at any time durinL business hours, to the City Health 3fficer or his duly authorized deputy. Section 3. From and after the passage of this ordinance it shall be unlawful for any person or ,persons to engage in the business or profession of Barber until such person shall have first been examined by the City Health Officer, or some reputable V 2. Physician of Little Pock and that a certificate of health, shoving such person intending to engage in the business of Barber, is free from all contagious and communicable diseases, shall have been secured from the City I:ealt:a Officer. Section 4. From and after the passaGe of this ordinance it shall be unlawful for any person, firm, cor1;oration or association of individuals to oven, operate or control any Barber Shop -intil an inspection certificate of suc-1 shop has been issu--d by the City Iealt h Officer to such persons desirin , to ol,erate said shop. Be- fore issuing said certificate the Healt A Officer shall inspect the premises to be used as such Barber Shop and require the follovin; regulations to be complied aith, to -wit; It shall be adequately and properly lighted, ven- tilated and clean. Suitable and sufficient toilet facilities must,_ be provided, in accordance •,:pit'_i the plumbing Code of the City of Little Rock. The certificate herein provided for shall be osted in a conslicuous place in said Barber Shop. Section 5. Physical examination of all persons to be em- ployed as Barbers shall be made; annuall -* and a charge of One ($1.00) Dollar per Jerson shall be made by the Healt'la _-Ifficer for the examination and issuing; of the health certificate to such person. Section 6. All tools and instruments used in a Barber Shop shall be sterilized by immersion in boilinG taater or in some re- cor,nized disinfectin solution, such as 65 strength alciiol solution or a 5. solution of carbolic :acid, 10`o cresol, 20;0" formaldehyde, or by bein imme.'sed in a disinfectant solution and placed in an air -tiht sterilizing cabinet in which there is a tray filled with a fumed disinfectant th -t - enetrates and sterilizes. Freshl-tr laundered face and steam towels shall be used on each matron. Section 9. Any section or r)CArt of this ordinance shall not be affected by reason of the ille -ality or unconstitutionality of any other section of same. Section 10. Any ,:person who olllns, controls or operates a Barber Shop anf. .L.o shall employ any j,,erson who has not secured a certificate as required by Section 2 hereof, shall be deemed Guilty of violation of this ordinance. ¢. Section ii. 'iny person, firm or corporation violating any of the yrovisions of this orclinance shall, u,pon conviction therefor be fined in any sum not less than Ten Dollars (;10.00) nor more than Fifty Dollars ($50.00) for the first offense and in any sure not less than Fifty 050.00) Dollars or more than One Htu-idred Dollars ($100) for the second offense. Section 12.
