AN ORDINANCE GRANTING SEVER FRANCHISE TO
A. E. COOPER AND A. S. STANFIELD.
Section 1. TIHEREAS, A. E. Cooper and A. S. Stanfield
have constructed a sewer connecting at twenty -fifth and Valmar
streets with a sewer line, constructed by the Travelers Building
& Loan Association, and Roy Bale, and extending west on twenty-
fifth street approxim =tely two hundred end thirty six (236)
feet; and
'."HEREAS, said sewer and its construction has been
approved by the e_ t sanitation 4 Comm tt� � 0.
Section 2 . N01l, THEREFORE in conside- ration of said
construction and in consideration of the agreements herein con-
tained, the said A. E. Cooper and A. S. Stanfield, their successors
or assigns, are hereby granted the exclusive control of the said
sewer main, for and during the period provided in this ordinance,
and they are hereby authorized to permit or prevent connections
therewith by ;any person, persons, corporation or corporations,
except upon'the terms and conditions specified in the next
succeeding section of this ordinance.
Section 3. Any person, persons, corporation or corpora-
tions, being the owner or owners of any lot adjacent and accessible
to said sewer is hereby permitted to form a connection with the
,sewer herein mentioned, upon payment to the City Collector of the
sum ,of /�, for the use and benefit of A. E. Cooper and A. S.
Stanfield, jointly, their successors or assigns, in a sum not
exceeding $35.00, and the TraveJF;rs Building & Loan Association,
and Roy 'Bale, jointly, their successors or assigns, in a sum not

exceeding , and Sewer Improvement District #93 in the sum
of $25.00, for each and every connection. For the collection of
said sums and the issuing of the permits the Ci�y Collector shall
receive as his commission a sum equal to 3% of the amount collected.

Whenever the amounts that may be paid to the City Collector
for the privilege of forming connection with the said sewer shall
aggregate an amount sufficient to reimburse them for the expense of
construction and maintenance of said sewer, together with interest .
thereon, at the rate of 10% per annum from the respective dates of
such expenditures, the privilege hereby granted to said A. E. Cooper
and A. S. Stanfield, their successors or assigns, shall then and there-
upon cease, and the said sewer shall then and thereupon become the
property of the City of Little Rock, and subject to the control of the
City Council thereof.
Provided, that said A. E. Cooper and A. S. Stanfield, their
successors or assigns, shall within ten (10) days from the date hereof,
file with the City Clerk of the City of Little Rock, an itemized
statement of the cost of the construction of said Sewer, and shall
keep a true and accurate record of all expenses incurred in the
maintenance of said Sewer and also of all amounts received for the
privilege of connecting therewith as herein provided, and shall
render to the City Council a statement thereof whenever required by
resolution of tha City Council, or by the Superintendent of Public
Works. All rights granted under this franchise shall expire five years
from this date.
This ordinance shall take effect and be in force, from and
after its passage.
