3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO CONTRACTS WITH NINE (9) ORGANIZATIONS TO PROVIDE
5 YOUTH INITIATIVE PROGRAMS (YIP) IN TARGETED
6 NEIGHBORHOODS; AND FOR OTHER PURPOSES.

WHEREAS, the City of Little Rock is committed to providing Prevention, Intervention, and Youth
Development Programs and services to enhance public safety and community- building; and,
WHEREAS, the City advertised a formal Request for Qualifications (RFQs) No. 12,300 to solicit
applicants to provide Youth Intervention Programs in targeted neighbors for Little Rock youth, and
WHEREAS, a review committee met and reviewed the RFQs submitted on December 14, 2012,
determined the applicants qualified to deliver Youth Intervention Program services, and recommends the
organizations listed below for contract awards.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1. Contracts for YIP -Youth Initiative Programs are hereby awarded to the following
organizations:
Central Neighborhood
Little Rock Boys /Girls Clubs - Thrasher (Female)
St. John Baptist Church (Male)
Midtown Neighborhood
Family Development Center (Female)
Better Community Development (Male)

Greater Second Care (Female)

Greater Second Care (Male)

Little Rock Boys /Girls Clubs - Whetstone (Female)

Section 2. The City Manager is authorized to enter into contracts with these organizations providing
YIP -Youth Initiative Programs for targeted neighborhoods.
Section 3. Funds for these programs are from the 2013 PIT Allocation, account number S15A125.
Section 4. The term of the contract is from March 1, 2013, to February 28, 2014, and may be
extended for one (1) additional contract term upon appropriation, satisfactory performance and mutual
agreement of the parties.
Section 5. Severability. In the event any portion of this resolution is declared or adjudged to be
invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
unconstitutional were not originally a part of this resolution.
Section 6. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any
provision of this resolution are hereby repealed to the extent of such conflict.
