Section 1. Tnat the Board of Puolic Affairs be and it
is nere,oy autnorizea to cancel the lease contracts :made by the
Cit� of Little Hock riin Wnite Bros. and Company for certain
land and premises for Airport purposes under autnority of
Ordinances 'Ios. 464 and 464 , said lea "se contracts to be
canceled as of Decemoer 51st, 1y51.
Section 2. Because of" the fact tnat there is urgent
need for a municipal airport, and the lack of" landing facilities
imperils the continuance of air mail service and endangers the
lives of aviators and otners landing on ana taking off' from said
air field, it is heresy ascertained and declared that this
ordinance is necessary for the yoreservaiion of public safety and
the matter of" immediate public convenience and it is inerefore
ascertained and declared tnat an emergency exists and tnis
ordinance snail ce in f "once and effect immecdiately from and after
the date of" its passage.

Said ordinance having been read for tlj-:e first time in its entirety
on December 219t, 1931 and placed on the calend, r. t't,.e ordinance
was then read the second time, and, t;,y unanim >us vote of tt�e members
of the Council present, >eing trelve in number and two- thirds of the
memters of the Council elect, upon motion of Alderman Lange, second-
ed by Alderman Turner, the rules were ag ^in suspended and the
ordinance read the third and last iime and the aye and no vote taken
upon the question, 'Mall the ordinance :pass, the result being as,
follows: Ayes - Conner, Tuohey, IMswicx, Wassell, Finder, Adkins,
Turner, Lange, Luttling'er, Fisher, tArs. Conner, and uriffin - total
12; Noes - none; Absent and not voting - Ring, Reiser, Shoffner,
Adams, Baird, and Gladden - total 6. Whereupon, said ordinance Was
declared passed.
