HomeMy WebLinkAbout5029S ORDINANCE N0. 011 AN ORDINANCE ESTABLISHING SPECIFICATIONS AND TOLERANCES FOR VEHICLE TANKS WHEN USED AS MIZURES, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS. Section 1. The following specifications and tolerances shall apply to vehicle tanks and their accessory piping, valves, etc., in those cases in which the tanks or the compartments thereof are used or to be used as measures to determine the amount of liquid delivered, and such use shall be permitted only when these specifications and tolerances are complied with. If a full compartment is not delivered to one purchaser at one time, the amount delivered must be measured in cans which have been sealed by an official of the Weights and Measures Department. Section 2. If a tank is damaged in any way (as from Collision, etc.,) or if repairs which might in any way affect the accuracy of measurement are made, such tank shall not again be used as a measure until inspected by the Weights and Measures Department. Because of the change in volume due to temperature and evaporation during test, water is recommended as a testing medium instead of petroleum products. Section 3. A vehicle tank, hereinafter referred to as a "Tank" shall, for the purpose of these specifications and tolerances mean a container, which may or may not be subdivided into two or more compart- ments, mounted upon a wagon or auto truck and used for the delivery of liquids. The ten® "Compartment" shall mean the entire tank whenever the tank is not subdivided, otherwise, it shall mean any one of the sub- divided portions of the tank which is designed to hold liquid. Section 4. All tanks and all indicators, piping, valves, etc., attached thereto and used in connection therewith shall be of such design and construction and material that they may reasonably be expected to withstand ordinary usage without impairment of the accuracy of measurement. Section 5. An indicator shall be provided within the fill opening of each compartment, which shall be located approximately mid- A \, way between the ends of the compartment. The indicator shall be so designed that it will clearly, distinctly, and unmistakably define the ; height to which the compartment must be filled in order to contain its marked capacity. If this indicator is adjustable it shall be so con- structed that it can be sealed in such a manner that its position cannot be changed without destroying or multilating the seal. Section 6. The indicator shall be so positioned that, when a compartment is filled to the indicator there will remain an expansion space of not less than 0.75. of the nominal capacity of the compartment. Section 7. Each compartment shall be provided with suitable venting means to prevent formation of air pockets by permitting the escape of air from all parts of the compartment designed to be filled with liquid, and to permit the influx of air to the compartments during the process of delivery. Section 8. Each tank and all delivery piping attached thereto and used in connection therewith shall be so designed and constructed and shall be so mounted on the vehicle that when this is standing on a level surface complete delivery may be wade from any compartment through the delivery faucets or valves, whether other compartments are full or empty. Section 99 When emergency valves, designed to close the dis- charge outlets from compartments are provided, the capacities of such compartments shall be construed as including the capacity of the piping leading therefrom, and such emergency valves shall always be open when compartments are being filled or their capacity being checked. Section 10. Each compartment of a tank shall be plainly and conspicuously marked with a designating letter or figure and each delivery faucet or valve shall be correspondingly market to indicate the compart- ment of which it is the outlet. In addition, the tank shall be plainly and conspicuously marked to show the capacity to the nearest half-gallon of each compartment and such marking shall indicate that the capacities given are measured to the indicators provided. This later marking shall be placed ad jacefit to the faucets or valves. Section 11. All markings, figures, and graduations re- quired under these specifications shall be of such size, design, material and location and shall be so applied or affixed that they will not tend easily to become obliterated or illegible. Section 12. All tanks and devices designed to be attached thereto and used in connection therewith, shall be of such design and con- struction that they do not facilitate the perpetration of fraud. Section 13. Vehicle tanks not meterized shall be inspected once only in the life of the tank, unless indicator has been changed or tank has been damaged as per Sections 2 and 5. L1 R Section 14. Vehicle tanks having a meter for delivery shall not be tested for capacity, and each meter used for loading or unloading must be inspected and sealed at least once each Calendar year whenever said meter may be installed or changed and even if no change is made in installation. Section 15. The inspection fees to be charged,and which shall be collected by the Inspector of Weights and Measures,for inspection of tanks and meters is as follows: 1. Vehicle tanks not meterized, per gallon .02¢ 2. Vehicle tanks meterized and loading meters, each meter, each inspection, - $3.00. Section 16. Operators using meters for unloading or loading vehicle tanks shall have necessary equipment for making tests approved by the City Inspector of Weights & Measures. Section 17. Any person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction, be fined in any sum not less than $25.00 nor more than $100.00, and the operator of such vehicle shall be responsible jointly with the owner for any violation of this ordinance. Section 18. That all ordinances and parts of ordinances only insofar as they conflict herewith are hereby repealed and this ordinance shall take effect and be in force from and after itB passage.
