AN ORDINANCE GRANTING TO THE GREGORY- RGBINSON- SPEAS, INC. THE RIGHT TO
MAINTAIN A SPUR OR SNITCH TRACK, FOR A PERIOD OF FOUR YEARS, ON EAST
CAPITOL AVENUE FIFTEEN FEET FROM THE SOUTH PROPERTY LINE AND EXTENDING
FROM THE EAST PROPERTY LI1E OF MCLEAN STREET TO THE EAST PROPERTY LINE OF
BIRD STREET, AND FIXING THE ANNUAL RENTAL THEREFOR AT $25.00 PER ANLTUM AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. That, for and in consideration of the payment of Twenty -
five ($25) Dollars per annum, payable annually in advance, by the Gregory -
Robinson-Speas, Inc., its successors or assigns, the said Gregory-Robnson-
Speas, Inc., its successors or assigns, is hereby granted the right to
maintain for a period of Four (4) years a single spur track on East Capitol
Avenue, fifteen (15) feet from the South property line and extending from
the East property line of McLean Street to the East property line of Bird
Street, Little Rock, Arkansas.
Section 2. That no cars shall be permitted to stand upon the street,
or sidewalks intersected by said switch, and said switch shall in no way
interfere with the traffic on said street and sidewalks: that said
Grego ry- Robinson - Speas, Inc. shall build and maintain, free of cost to the
City or public, if the remaining part of said street shall be paved or
macadamized during the continuance of this grant, a pavement of like
character or material between the rails and two feet on each outside there-
of; that said switch shall be maintained so that the top of rails of same
shall be on a level with the grade of the street as is now or may be
hereafter established, and shall be maintained so as not to interfere with
any waterway or flow of same, and the City shall have the right to alter
said grade at its pleasure; that said Gregory - Robinson - Speas, Inc. shall
hold the City harmless from damages of any kind occasioned by maintaining
said switch, or the use of the same.
Section 3. That said Gregory- Robinson - Speas, Inc. shall within twenty
(20) days after the Dassage of this ordinance signify its acceptance of
the terms and provisions thereof by proper certificate and endorsement on
the record thereof. That all rights herein granted shall cease and
determine on and after four (4) years from December 19th, 1932, and at
that time said Gregory- Robinson - Speas, Inc., its successors or assigns,
shall remove said switch at its or their own expense.
Section 4. This ordinance shall be in force and take effect from end
after itspassage.

Little Rock;
Referring to your endorsement on my letter of the 24th regarding the
charge of $25.00 per year made by the city of Little Rock fbr the
privilege of occupying certain street space by the track serving our
plant and returning the original documents copy of which we have Dade
for our record, and will ask that you arrange with the city authorities
to extend this privilege for another period of three years and see that
the proper records are made by the city. If you can have then reduce
the charge to $15.00 a year or some such figure, I think such action
would be justified by the conditions which now exist.
Does the Penzel, Estate still have any interest in this track or any
property which might be affected by the track? If soy should the
ordinance be continued in its present form, or would we have to assume
the responsibility formerly resting upon the Penzel Estate?
Please bear in mind that we know absolutely nothing about the circum-
stances, and you should be in position to get all of these points
straightened out and work the proposition out to the best advantage
to this company.
