APPLICATION TO THE FEDERAL EMERGENCY ADMINIaTRATION OF PUBLIC T" RKS FOR THE CONaTRUCTION BY THE FEDERAL GOVERNIMENT OF AN AIRPLANE HANGAR AND iD MINISTRATION BUILDING AT THE LITTLE ROCK MUNICIPAL _AIRPORT: FURTHER AUTHORIZING THE I.111AYOR AND CITY CLERK TO EXECUTE ANY Ai \?D AIL LEASES OR CONTRACTS TO THE UNITED STATES TO THAT PORTION OF T14E LITTLE ROCK �,UNI CI PAL AIRPORT NW7 01 NED OR IN THE POSSESSION OF THE CITY OF LITTLE ROCK BY LEASE THAT T11AY BE 1ECESSARY IN ORDER TO SECURE THE ERECTION OF SAID HANGAR AND BUILDING BY THE UNITED STATES , FI XING THE CONSIDERATION FOR :SAID LEASE IN THE SUM OF $1.00 PER AID ?NUTS: AND EMPOIJERING THE MAYOR AND CITY CLERK TO EXECUTE ALL LEASES OR OPERATING AGREED:°EIvT 3ET' EEN THE UNITED 37 AT E S AND THE CITY OF LITTLE ROCK FOr, THE OPERATION AND it" AI N T ENANCE OF SUCH HANGAR AND BUI LDI NG UPON THEIR, COMPLETION UNDER SUCH T ERI':?S AND PROVISIONS AS WILL INSURE THE PERMANENT AND SUCCES.FUL OPERATION OF SAID HANGAR AND BUILDING; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK: Section 1. That the 1:'ayor and City Clerk are hereby authorized to make application to-the Federal Emergency Administration of -.ublic ',`'orks for the construction by the Federal Government of an Airplane Hanf;ar and Administration Building; at the Little Rock Municipal drporte Section 2. Th -t the '.-%T and City Clerk are hereby authorized to execute any and all leases or contracts to the United States to that portion of the Little Rock Municipal Airport notr, owned or in the possession of the City of Little Rock by lease, that may be necessary in order to secure the erection of said Hangar and Building by the United States, the consideration for said lease being -911.00 per annum. And the I' ;'ayor and City Clerk are hereby empo: °rered to execute all leases or operating agreements between the United States and the City of Little Rock for the operation and maintenance of such Hangar an:a Building upon their c;mpletion under such terms and provisions as -will insure the permanent and successful operation of said Hangar and Building. Section 3. It is ascertained and hereby declared that aerial navigation, which is becoming every day more important and extensive is inherently dangerous and demands the greatest dare of the airplanes, and of their engines, and th &t airplanes and engines left unprotected from the weather are very apt to sustain injuries which make them unsafe and perilous to the lives and limbs of those operating; them and passengers therein; that at present the municipal airport of this -1- r .0 y city has no way to protect such airplanes from weather damage and the construction of the proper hangars is essential to the preserva- tion of the public safety. It is therefore declared that an emergency exists requiring that this ordinance shall go into immediate operation and this ordinance shall take effect and be in force from and after its passage. Section 4. = -i11 ordinances or parts of ordinances in conflict herewith are hereby repealed.
